HSE Officer
Job Title: Health, Safety, and Environmental (HSE) Officer
Role Overview:
The HSE Officer will be responsible for ensuring compliance with health, safety, and environmental standards across all operations, both on-site and off-site. The primary duties will include implementing and monitoring HSE policies, conducting safety audits and inspections, and assisting the Operations Manager with coordinating jobs.
Role Description:
1. HSE Compliance and Monitoring:
- Develop, implement, and maintain HSE policies and procedures to ensure compliance with local, national, and industry safety standards.
- Conduct regular audits and inspections of sites and facilities to ensure adherence to HSE policies and identify potential hazards.
- Monitor and ensure compliance with STOW certification requirements, working towards achieving and maintaining certification.
2. Risk Assessment and Incident Management:
- Perform risk assessments to identify potential hazards and implement measures to mitigate risks.
- Investigate accidents, incidents, and near-misses to determine root causes and recommend corrective actions.
- Maintain records of incidents and generate reports to track and analyze safety performance metrics.
3. Training and Awareness:
- Develop and deliver HSE training programs for employees, contractors, and visitors to promote awareness and understanding of safety practices.
- Conduct safety briefings and toolbox talks to ensure continuous awareness of safety
protocols and procedures.
- Ensure that all personnel are adequately trained and equipped to perform their duties safely.
4. Coordination with Operations:
- Assist the Operations Manager with coordinating jobs, ensuring that all safety requirements are integrated into job planning and execution.
- Collaborate with the Operations Manager to develop job safety analyses (JSAs) and safe work procedures (SWPs) for various tasks.
- Participate in planning meetings to provide HSE input and ensure that safety considerations are prioritized.
5. Emergency Preparedness and Response:
- Maintain emergency response plans and procedures to ensure readiness for potential
emergencies.
- Conduct regular drills and exercises to test the effectiveness of emergency response plans and improve preparedness.
- Coordinate with local emergency services and other stakeholders to ensure effective emergency response.
6. Environmental Management:
- Maintain environmental management practices to minimize the company’s environmental impact and ensure compliance with environmental regulations.
- Monitor waste management, pollution control, and resource conservation efforts to promote sustainability.
7. Documentation and Reporting:
- Maintain comprehensive records of HSE activities, including audits, inspections, training, and incident reports.
- Ensure all documentation required for STOW certification is accurately maintained and
readily available.
Qualifications:
- Bachelor's Degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field, or at least two (2) years’ experience in HSE related job position.
- Advanced Certification in HSE (e.g., NEBOSH, OSHA) will be an asset.
Key Competencies:
- Proven experience in a health, safety, and environmental role, preferably within the facilities management or construction industry.
- Strong knowledge of HSE regulations, standards, and best practices, including familiarity with STOW certification requirements.
- Excellent communication and interpersonal skills, with the ability to train and motivate others.
- Strong organizational and problem-solving abilities.
- Proficiency in using HSE management software and tools.
