The HSE Officer will support the HSE Department in implementing and monitoring health, safety, and environmental programs, ensuring compliance with company policies, procedures, and national legislation under the Occupational Safety and Health Act.

Job Specification: 

Risk Assessment

  • In collaboration with the Departmental Managers, and HS&E Manager conduct Risk Assessment and Job Hazard Analysis (JHA) for all departments and facilities and submits findings to the relevant department heads.
  • Ensure that all permit required tasks are executed in compliance with the HS&E Management Systems.

Facility Inspections

  • Escort Plant Consultants on their Plant visits to become familiar with the surroundings and common issues which may arise.
  • Conduct regular, routine inspections of the facilities’ vehicles, plant equipment, customer files (including tank files), vehicle reports, fire extinguishers, hose inspections and all other relevant and critical items to ensure compliance with Health, Safety, and Environmental regulations.
  • Conduct random spot audits on for compliance with all applicable standards and report findings.
  • Conduct inspections focusing on Personal Protective Equipment (P.P.E.) usage, housekeeping, general safety practices and final inspections on vehicles after PM.
  • Conduct Monthly departmental audits to ensure compliance to HS&E tools such as JHAs, TBT, Permit to Work (PTW), etc.

 Random Drug and Alcohol Testing

  • Perform random employee drug and alcohol tests; report non-compliance to the HS&E Manager.

Health & Safety Meetings

  • Conduct monthly departmental Health and Safety meetings, as per Schedules and track employee’s attendance.

Emergency Preparedness

  • Support in coordinating emergency procedures and serve as the emergency site coordinator in the absence of the HS&E Manager.
  • Assist the HS&E Manager with the annual review and amendment of the Emergency Response Plan in alignment with operational changes and regulatory requirements.
  • Assist the HS&E Manager to ensure that the Crisis Management Team members are trained annually. 

 Accidents & Incident Management

  • Conduct on-site and off-site investigations of accidents and incidents involving fire, unsafe conditions, and/or non-adherence to established safety issues.
  • Submit comprehensive accident reports with recommendations within five working days.
  • Coordinate accident-related documentation and liaise with insurers, brokers and internal departments to ensure timely closure of cases.
  • Maintain the accident register updated with all accidents.

 Health Safety and Environment Systems

  • Inspect in collaboration with the relevant Manager(s) welding sites and ensure compliance with the Permit to Work procedures.
  • Ensure in conjunction with the Operations Manager/Fleet Maintenance Manager that the company’s fleet of vehicles are equipped with fully functional safety equipment.
  • Assist in the HS&E Manager with arranging environmental compliance, including effluent sampling and fire/life safety certifications/
  • Ensure that all non-routine work involving contractors are covered with the necessary HS&E tools (Toolbox talk, JHA, Lift Plan, PTW, etc.).

Policy Implementation & Compliance

  • Support the HS&E Manager in developing, implementing, and reviewing HS&E policies and procedures.
  • Assist in ensuring compliance with legal and safety legislation, regulations, and internal standards to protect employees, customers and visitors.
  • Promote safety awareness by providing information, guidance, training and orientation programs to managers, supervisors and employees.

Monitoring & Reporting

  • Provide support in monitoring the HS&E management system and identify areas for improvement       
  • Assist in managing compliance with legal and industry-specific safety and environmental reporting requirements.

Training & Development

  • Assist in designing and scheduling HS&E training programs in collaboration with the department managers.

Person Specification:

  • Associated Degree or Diploma level certificate
  • National General Certificate in Occupational Safety and Safety (NEBOSH U.K.) Level 6
  • OSHA 30- Hour Program
  • First Aid and CPR Certificate Training Program
  • Firefighting and fire warden training.
  • Knowledge of the MS suite of application
  • At least two (2) years in an industry focused on Health Safety and the Environment
