The HSE (Health, Safety and Environment) Manager is responsible for the overall management of the HSE Department while ensuring that all legislative requirements are adhered to, and is responsible for the development and implementation of HSE Policies and Procedures.

JOB SUMMARY

The HSE (Health, Safety and Environment) Manager is responsible for the overall management of the HSE Department while ensuring that all legislative requirements are adhered to, and is responsible for the development and implementation of HSE Policies and Procedures. 

KEY RESPONSIBILITIES

  • Develop, maintain and oversee compliance to the HSE Management System which includes policies and procedures according to established HSE Standards and OSH Act 2004 and amendment 2006.
  • Communicate all developed and approved policies, procedures, and schedules to all employees, and ensure compliance with all HSE Standard Operating Procedures.
  • Manage all HSSE documentation in use, and Risk Assessments to ensure conformity with the Occupational Safety and Health Act.
  • Oversee Risk Assessment and Job Hazard Analysis (JHA) reviews and for all departments and facilities and submit findings to all department heads.
  • Investigate and report on all accidents and assist in the investigation of all accidents/incidents that result in personal injury and damage to sites, equipment, and property.
  • Oversee the accident register and ensure register is updated with all accidents, inclusive of Loss time injury (LTI), Near Misses and First Aid cases.
  • Manage the Group’s Emergency Response Plans and required activation as and when required. Conduct bi-annual Fire/Evacuation Drills.
  • Develop and manage all HSSE schedules including HSSE Audit and Inspections, Drill Schedule, Training Needs Analysis, Training Matrix and Training Log for approval by the Manager of the specific site location.
  • Provides guidance and support to departments as to the provisions made for the control and disposal of waste and effluent from the Company’s operations. 
  • Monitor possible environmental impacts, in keeping with national regulatory standards.
  • Liaise with all related governmental bodies and regulating agencies and guide the CEO and HRM on all orders issued by OSH inspectors and recommend corrective action related to same.
  • Manage all Occupational Health and Safety testing and/or evaluations of the workplace by external agencies/consultants as may be necessary.
  • In collaboration with Facilities team, manage regular, routine inspections of facilities at all locations.
  • Manage inspections of all locations to ensure compliance to the Permit to Work requirement; manage audits as required and submit reports and corrective action to CEO and HRM Office.
  • Oversee the application for inspection of the facilities by TTFS to attain Fire and life certification for all facilities.
  • Identify, investigate, and report on complaints of hazardous working conditions and coordinate registration and removal of hazardous waste.
  • Lead the Health, Safety and Environment Committee meetings and complete HSSE Toolbox sessions as required.
  • Advise Management on the safety performance of the various departments and recommend appropriate actions to improve performance.
  • Manage all equipment certifications.
  • Manage the coordination of training of employees in areas of safety, including first aid, CPR, accident prevention and investigation, workplace inspections and other matters related to implementing safety procedures.
  • Manage the HSSE Orientation system for direct employees and Subcontractors assigned to the specific location.
  • Develop and implement security policies, protocols, and procedures in relation to HSSE standards.
  • Review daily reports and command control reports from Security on incidents and breaches and collaborate with HRM for corrective action.
  • Oversee surveillance equipment maintenance schedules and facilitating repairs in a timely manner.

QUALIFICATIONS & EXPERIENCE

  • BSc in Occupational Safety and Health (OSH) and/or Security or any other related discipline
  • Minimum seven (7) years’ experience in a similar managerial position
  • In-depth knowledge of relevant laws and regulations governing HSSE practices
  • In-depth knowledge of the OSH Act, Building Codes and relevant ISO standards and reporting techniques
  • Working knowledge of Manufacturing Industry
  • Certification in First Aid and CPR Certificate, Firefighting and Fire Warden training
  • Post-Graduate certificate or MBA will be an asset.
