To drive the development and implementation of a health, safety and environment (HSE) conscious culture and management system; and audits compliance to HSE policies and industry best practices across upstream business units.

KEY ACCOUNTABILITIES

  • Leads the corporate health, safety and environmental programs and facilitates implementation across all Business Units.
  • Leads the health, safety, environment, regulatory compliance and crisis and continuity management and emergency response for the organization.
  • Manages processes to develop insights from HSE metrics analysis, HSE self-verification, audits, surveys, and incident investigation findings across all Business Units. Advises on emerging risks and HSE improvement opportunities and provides direction to improve the HSE performance.
  • Updates, evaluates, and administers corporate policies and procedures concerning HSE and monitors overall compliance to reduce risk.
  • Ensures control of work framework is implemented and maintained to manage risks within the operations.
  • Provides specialized technical support and expertise in process safety management and asset integrity management process to all Business Units to ensure that assets are properly designed and installed in accordance with specifications and remains fit for use over the whole lifecycle of the asset.
  • Provides support and oversight for the development and implementation of a Health Management System comprising of a risk based annual Health Plan, Health and Industrial Hygiene systems, policies, procedures and services in partnership with the Medical Advisor.
  • Defines and embeds the incident investigation process to determine causal and contributory factors and develop recommendations. Manages the response to HSE issues identified from investigations with the appropriate leaders so that learnings are embedded systematically to continually improve HSE performance.
  • Develops, evaluates, and administers HSE Best Practices to address opportunities for improvement and make recommendations for corrections that include training and development of management across the business units.
  • Develops strategic goals, objectives and key performance indicators for HSE and utilizes Performance Management System to measure, manage, and motivate performance.
  • Develops and implements staffing strategy and effectively leads a team of professionals by developing talent and cultivating a high-performance culture.
  • Directs the development of departmental budgets and monitors and controls utilization.
  • Leads as a role model for HSE, encouraging a strong ‘speak up and safety culture.
  • Undertakes any other assignments required from time to time, to fulfil the job purpose.
EXPERIENCE & QUALIFICATIONS
Minimum Qualifications
  • Bachelor’s Degree in Engineering, Occupational Safety and Health.
  • Recognized HSE certification as a Safety Professional i.e., CSP, ASP, OHST is preferable.
  • Master’s Degree in HSE or Business Administration will be an asset.
Experience
  • A minimum of twelve (12) years’ experience in HSE and Occupational Health.
  • A minimum of five (5) years in a senior managerial role heading large HSE teams, preferably in the oil and gas industry.
  • Extensive relevant experience in personal and process safety leadership skills with highly advanced knowledge of HSE, CCMER and regulatory systems, standards and policy in the oil and gas, or other high hazard industries.
  • Advanced technical knowledge and experience in hazard identification, with detailed knowledge of HSE practices and procedures and delivery of safety programs.
  • Considerable people leadership and stakeholder management experience.

  • Ability to work well under pressure and communicate safety guidelines and regulations to Company.
  • Exceptional leadership and organizational skills.
  • Excellent written and oral communication.
  • Knowledge of the oil and gas industry, and familiarity with related technical and professional jobs.
