The Office of Procurement Regulation (OPR) invites applications from suitably qualified professionals to apply for the project-based position of HR/Transformation Officer- Organisational Development & Change
The HR/Transformation Officer- Organisational Development & Change will lead organisational development initiatives through the design and implementation of the Performance Management System (PMS), job descriptions, and change management frameworks that strengthen employee engagement, performance, and alignment with OPR’s 2025–2030 Strategic Plan. The role also supports HRIS implementation through training, communications, and adoption activities.
Minimum Education Required:
- Bachelor's Degree in Human Resource Management, Organisational Development, Industrial/Organisational Psychology, or related field.
- Training or certification in change management (e.g., Prosci) would be an asset.
Minimum Eexperience Required:
- At least five (5) years’ progressive HR experience, including proven involvement in organisational transformation projects such as HRIS implementation, restructuring, performance system design, or culture change initiatives.
- Proven ability in developing job descriptions, evaluation tools, and competency frameworks.
- Experience in supporting HRIS rollouts and organisational change initiatives.
Responsibilities include:
Performance Management System (Core Focus)
- Lead the design and implementation of OPR’s PMS, including probation frameworks, annual reviews, performance contracts, and 9-box talent assessments.
- Ensure PMS processes are integrated with recognition, training, and development programmes.
- Monitor and evaluate PMS effectiveness, recommending enhancements as required.
Job Design & Evaluation
- Collaborate with management to develop and refine job descriptions and competency frameworks.
- Support job evaluation and alignment with OPR’s salary and compensation framework.
- Maintain consistent job documentation to support HR governance and audits.
Organisational Development & Policy Support
- Assist in developing HR policies aligned with legislation and OPR’s governance framework.
- Support succession planning, talent development, and leadership initiatives.
- Conduct research and benchmarking on compensation, benefits, and organisational development best practices.
Change Management & Engagement
- Develop and execute change management strategies to support HRIS, PMS, and other transformation initiatives.
- Facilitate communication and training sessions to build staff awareness and adoption.
- Support staff engagement, recognition, and culture-building programmes.
HRIS Implementation (Support Role)
- Partner with the HR Systems Officer to ensure PMS processes are embedded into HRIS.
- Provide input into workflows, reporting needs, and end-user training.
Work Flexibility and HSSE Standards
- The Officer may be required to perform other related duties consistent with the level and nature of the position, as may be assigned from time to time by the Head – HR & Administration or other authorised officials of the Office.
