The Office of Procurement Regulation (OPR) invites applications from suitably qualified professionals to apply for the project-based position of HR/Transformation Officer- HR Systems & Analytics.
The HR/Transformation Officer- HR Systems & Analytics will support the transformation of HR practices by leading the design, implementation, and optimization of the HR Information System (HRIS), strengthening HR data analytics, and contributing to the development of job descriptions aligned with OPR’s grade and compensation structure. The role also provides technical support to the Performance Management System (PMS), ensuring seamless integration with HRIS and data-driven decision-making.
Minimum Education Required:
- Bachelor's Degree in Human Resource Management, Business Administration, Information Systems, or related field.
- Project management or change management certification would be an asset.
Minimum Eexperience Required:
- At least five (5) years’ progressive HR experience including proven involvement in organisational transformation projects such as HRIS implementation, restructuring, performance system design, or culture change initiatives.
- Demonstrated experience in designing and developing job descriptions and aligning them to grade structures.
- Exposure to Performance Management Systems and digital appraisal tools.
- Knowledge of data analytics tools (Excel, Power BI, or equivalent).
Responsibilities include:
HRIS Implementation & Optimization
- Lead the end-to-end implementation of the HRIS, including requirements gathering, vendor management, testing, rollout, and user support.
- Configure and maintain HRIS modules (Core HR, Recruitment, Payroll, Compensation & Benefits, Learning Management, etc.).
- Ensure data integrity, security, and compliance with local legislation.
Job Design & Organisational Alignment
- Collaborate with HR leadership to develop and refine job descriptions that reflect accurate roles, competencies, and responsibilities.
- Align job descriptions to OPR’s 14-grade salary structure and compensation policy.
- Maintain a central repository of job descriptions for audit and governance purposes.
HR Data Analytics & Reporting
- Develop HR dashboards and workforce reports for the Executive Management Team and Board Committees.
- Track and analyse workforce metrics (turnover, absenteeism, headcount, compensation trends, etc.) to support strategic decisions.
Performance Management System (Support Role)
- Provide technical input for the digitisation of appraisal forms, dashboard development, and integration with HRIS.
- Monitor performance data trends to support recognition and learning initiatives.
Change Management & User Support
- Deliver HRIS and PMS training sessions to staff.
- Support change management communications to drive system adoption.

- The Officer may be required to perform other related duties consistent with the level and nature of the position, as may be assigned from time to time by the Head – HR & Administration or other authorised officials of the Office.
