Finance and Accounts Manager
Under the direction of the Director, Finance and Administration, the incumbent provides a leadership role in all aspects of the agency’s financial operations and manages all treasury functions. Provides accurate and timely financial information and reports to facilitate the decision-making process and ensure compliance with all statutory requirements, such as associated with PBMA and FAAA.
The incumbent is responsible for compiling, monitoring and controlling recurrent and capital budgets, financial auditing, preparing statements and financial management reports to the Ministry of Finance, Strategic financial Analysis and other financial and administrative matters undertaken by the Agency.
Minimum Required Qualification And Experience
- BSc. in Finance, Accounts, Economics or Masters degree in related discipline or ACCA Level 11 Certificate from a recognized tertiary institution
- Minimum three (3) years experiences in Budgeting, Financial Administration and Analysis Comprehensive knowledge of Government’s budgetary procedures
- Public Sector Accounting experience is an asset
Technical/Professional Responsibilities
- Supports the preparation of reports by:
- Monitoring, controlling and reporting on a monthly and ad hoc basis on the status of the Agency’s financial position;
- Preparing financial statements for the Ministry of Finance and financial management reports for the Board;
- Analyzing financial data received on a continuous basis from the parent ministry; and
- Submitting monthly Budgetary Control Reports on existing contracts and projects to the CEO.
- Tracks and reports the financial status of projects;
- Ensuring invoices are generated and expenses incurred in accordance with project documents;
- Preparing relevant reports in accordance with the Terms and Conditions outlined in project documents.
- Manages the Agency’s budget
- Preparing the Agency’s annual operating budgets for the financial year in accordance with established guidelines;
- Preparing and submitting budget requests of projects and programmes;
- Producing cash flow statements for programmes and projects on a monthly basis;
- Consolidating individual departmental budgets into operating budget summaries;
- Overseeing the input of salary information in the compensation budget template in keeping with established guidelines;
- Preparing budget revisions according to MOF guidelines and expenditure patterns, including annual and multi-year commitments;
- Supporting the coordination and review of the Annual /Bi-annual Recurrent and Capital Budget of the Agency.
- Supports the compilation of budgets for externally funded projects and capital programmes by:
- Determining the cost of proposed services for specific projects and programmes;
- Entering project budgets in the financial programme upon the commencement of new projects;
- Preparing monthly income and expenditure statements for projects in accordance with reporting requirements; and
- Reviewing all processes, projects, programmes and tasks to be undertaken by the Agency.
- Collaborates in supporting the management of the Agency’s Revolving Loan Fund by:
- Providing monthly reports detailing loans approved and fund balances to the CEO.
- Assists in the compilation and tabling of financial information as directed.
Finance
- Supports the preparation of reports

- Collaborates in supporting the management of the Agency’s Revolving Loan Fund
- Assists in the compilation and tabling of financial information as directed.
Accounts
- Reviews updates made to the local and foreign bank accounts in the General Ledger.
- Monitors the monthly Aged Accounts Receivable and Payable Schedules to identify outstanding balances.
- Approves and signs all monies prepared for lodgment at the Agency’s bank.
- Manages the inventory management systems by:
- Prepares and submits Proforma Invoices to clients on behalf of the Agency.
- Advises on billing invoices and accounting policies to stakeholders as required.
- Balances bank reconciliation statements in accordance with established guidelines by:
- Certifies Petty Cash disbursements and reimbursements, GCT claims and daily balances in the Receipts Cash Book.
- Prepares payment vouchers
- Coordinates the payroll process by ensuring that monthly pay advice is issued to internal stakeholders on a monthly basis.
- Contributes to the development of proposal by:
- Manages the auditing process by:
- Prepares journals for bank charges, stale-dated cheques and foreign exchange adjustments.
- Supervises the Agency’s financial databases by:
Inventory Management
- Manages the Agency’s inventory
- Oversees the restocking of items
- Monitors the maintenance of records for all goods issued;
- Leads the stock taking process
Administrative Responsibilities
Plans, organizes and controls the administrative operations by:
- Assists in the development and maintenance of the documentation of the Quality Management System Participates in the development of strategic plans to achieve short and long term goals of the Agency.
- Participates in the performance management process by:
- Prepares correspondence in a timely and professional manner in keeping with the established format to internal and external stakeholders.
- Inform colleagues of changes as they occur in Government policies and the resulting impact to their respective duties.
- Advises the CEO on matters impacting financial and accounting matters and the Agency.
- Answers the telephone in keeping with the promise and standard outlined by the Government of Jamaica.
- Attends and makes presentations on matters relating to finance and accounting matters, as required.
- Represents the Agency and participates at local events as directed.
GOJ Salary Scale – (FMG/PA 2) $4,266,270p.a. - $5,737,658p.a.)
