SALARY SCALE: $6,641,033.65 - $7,609,552.15 per annum.
JOB SUMMARY:
The position oversees and coordinates daily maintenance operations within the Harbours and Port Services Division, ensuring welding, fabrication, repair, and related works are carried out safely, efficiently, and in line with PAJ standards and the maintenance program. It provides technical supervision, supports resource and worksite planning, and contributes to port infrastructure upkeep, emergency response, and the reliable operation of PAJ’s harbours island wide.
QUALIFICATIONS & EXPERIENCE:
- Bachelor's Degree in Mechanical Engineering OR NVQ-J Level 4 certification in Welding and Fabrication
- Certificate in Supervisory Management PLUS
- Five (5) years of experience in a related environment with at least two (2) years at the supervisory level.
SPECIAL CONDITIONS WITH JOB:
- Frequent exposure to noise, grease, dirt, heat, height, fumes, metal cuttings and watery conditions.
- Frequent island-wide travel to ports, lighthouses and other facilities for extended periods.
- Required to operate tools and heavy equipment.
- Safety gear required to operate machinery.
- Required to work from barge, boats, piers, jetties in proximity to the water.
- Available to work whenever required, including holidays, weekends, and in emergencies.
- Required to travel by boat to perform maintenance functions, including working at various heights and in confined or uncomfortable spaces.
- Involves regular lifting and handling of heavy objects.
DUTIES & RESPONSIBILITIES:
- Supervise and direct all activities relating to welding, machining, fabrication and sandblasting of navigational aids, lighthouses/cottages, vessels, support plant and equipment.
- Execute port maintenance activities at Kingston Container Terminal and Outports, in accordance with the scheduled maintenance program.
- Organise repairs to and installation of fenders to the berth face of designated ports throughout the island.
- Supervise and execute the assembling and fabrication of fenders, bollards, buoys, top marks and other navigational aid structures as required.
- Planning and organising port maintenance crews in the execution of maintenance activities at various locations around the island.
- Make recommendations for and pursue the ordering of specialized tools and equipment designed for specific areas of port maintenance.
- Assist in the removal and reinstallation of engines and other equipment as required.
- Assist with the overhauling of mechanical equipment and make recommendations for repair/replacement of machinery.
- Keep abreast of technology and assist in designing and drawing plans for the fabrication of new navigational aids, as well as other structures, in consultation with other Technical Officers of the Department.
- Assist and supervise, as required, the implementation of special projects and other general maintenance activities.
- Assist in organising and overseeing the layout and maintenance of the yard, as well as the daily cleaning of the Harbours compound.
- Oversee the proper care and maintenance of all tools and equipment placed under the incumbent’s control.
- Prepare estimates as well as final costings for specific projects to ensure compliance with budgeted expenditure.
- Prepare and submit estimates for the annual budget in the areas of port maintenance, welding, fabrication and sandblasting.
- Ensure workers are following the safety procedures.
- Conduct performance appraisals inclusive of KRAs for all staff supervised, in consultation with the General Technical Services Supervisor
- Any other duties assigned.
