OBJECTIVE

The main objective of this position is to support the CCCCC in the identification, adoption and application of best practices in coastal and marine ecosystems management for climate change resilience building. The Ecosystems Specialists works with both the CCCCC’s Project Development and Project Management teams, within the  framework of the  Enhancing Ecosystems and Coastal Protection for Climate Change Resilience in the Caribbean (ECP-Caribbean) Project, in coordinating national and regional consultation and dialogue, enabling the identification of priority hotspot areas alongside associated drivers for loss of blue resources and disruptions to ecosystem services as well as provides technical guidance on effective local management solutions and innovative actions supporting climate proofing of coastal and marine systems.

The Ecosystem Specialist will work closely with relevant government ministries and agencies, civil society groups involved in environmental and biodiversity research, protection and conservation, women-led groups, and other internal/external stakeholders in the delivery of his/her duties.

DUTIES AND RESPONSIBILITIES

The Ecosystem Specialist will perform, in a dynamic and proactive manner, the following core tasks in close liaison with the Project Coordination and Management Unit:  

  • To support and provide technical inputs to the CCCCC’s project development and management processes. 

  • To support the identification of key national actors and the establishment of project implementation networks to advance project activities and catalyse the necessary development impact within CARICOM countries served by the GAC-ECP initiative. 

  • Collaborate with other Ecosystem Specialists, Project Development Specialists, and Donors to ensure complementarity and integration among the organisation's activities to enable synergies and efficiencies in implementation; and Represent the CCCCC as necessary and as assigned by their supervisor. 

  • Employ a collaborative and direct approach with CARICOM Member States participating in the projects/programmes under their purview to ensure complementarity with relevant national agendas, as well as regional and international frameworks/conventions specific to ecosystems and coastal protection.  

  • Provide technical oversight and guidance supporting the: Development and/or revision of Frameworks and Action Plans, including regulations and guidelines for ecosystem restoration, protection, and management. 

  • Formulation and promotion of policies and legislation for ecosystem restoration, protection, and management. 

  • Development of projects/programmes related to ecosystem-based approaches for resilience building. 

  • Implementation of resilience-building solutions. 

  • Strengthen the CCCCC's knowledge management activities by applying technical knowledge to inform the development of knowledge products. 

  • Assist with the preparation of Terms of References and Technical Specifications for consulting and non-consulting services, goods and works to be procured. 

  • Assist with the management of consultants/contractors/suppliers, monitoring the progress of deliverables under the respective contracts, providing feedback, and recommending and taking corrective actions when needed.

  • Participate and play an active role in the coordination of networking activities such as meetings, workshops, and stakeholder meetings, webinars, etc. 

  • Contribute to the updating of the results framework/logical framework of the projects/programmes assigned. 

  • Assist with the preparation of required progress reports (including financial and technical reports) that will also include the execution of component evaluations and technical reviews. 

  • Any other related duties that may be assigned from time to time. 

EXPECTED DELIVERABLES

The Ecosystem Specialist will be expected to provide: 

  • An updated list of regional and country actors supporting Ecosystem-based Adaptation (EbA) and Blue Resource Management in the Caribbean. 

  • A compendium of regional best practices in ecosystem restoration and recovery 

  • Monthly/quarterly sub-project progress reports. 

  • A training plan (community and national levels) on the best strategies/techniques for restoration, repopulation, rehabilitation and management of coral reefs and coastal ecosystems. 

  • A continuity plan to enhance sustainability. 

  • Based on the GAC-ECP project log frame, develop a supporting tactical plan for the provision of Ecosystem Advisory Services ensuring the execution of the strategic project objectives and goals 

REQUIRED QUALIFICATION, EXPERIENCE, AND COMPETENCIES:

 Qualifications:

  • Minimum of a Master’s Degree in Marine Science, Coastal Zone Management, Climate Change Management, Environmental Science/Management, Tropical Ecosystem Ecology, Environmental Economics, Natural Resources Management, or a closely related field.

 Experiences:

  • A minimum of five (5) years’ experience on-the-ground utilizing science to advance ecosystem conservation and/or restoration and/or participatory processes in the field of marine spatial planning, marine protected area design and management, natural resource management, or similar. 

  • A minimum of five (5) years of successful experience in either project/programme coordination, coastal and/or marine resilience (and/or related areas), community engagement, and providing education and technical assistance to communities, preferably in the Caribbean. Demonstrated experience in working across sectors or in a multi-sectoral environment is essential. 

  • Experience in working with international agencies, donors, and multilateral agencies in more than one of these roles would be an asset. 

  • Experience working across the broader Caribbean region, with a strong focus on marine and coastal ecosystem resilience, including the design and implementation of nature-based solutions to enhance climate adaptation and biodiversity conservation. 

  • Stakeholder management and ability to influence and engage with the wider community.  

  • Experience in land-use sustainability auditing schemes, preferably in different countries/contexts/languages.  

  • Experience in managing projects in areas of climate change, energy, agriculture, water, and institutional capacity will be an asset. 

  • Familiarity with climate change and other environmental governance issues in the Caribbean, including related conventions (e.g., the UNFCCC, UNCCD).

  • Presentation: Excellent ability to present information clearly.  

  • Language Fluency: Demonstrate proficiency in English. Proficiency in Spanish is a plus. Knowledge of Dutch is a plus.
