JOB SUMMARY

Manages programs and projects across the full lifecycle to ensure that all strategic and business-critical initiatives are executed successfully -  delivered on time, within scope and budget, and to the required quality standards by: (1) Overseeing internal and outsourced project/program managers in the delivery of projects within assigned programs; (2) applying best practice methodologies for project planning, risk, resource, and stakeholder management; (3) enforcing approved ePMO policies, processes, standards and procedures governing the project and program lifecycle; (4) advising the Chief Data & Enterprise Portfolio Officer (CDEPO), Portfolio Managers, and Executive Sponsors on program priorities, constraints, resource allocation, decisions and risks; and (5) ensuring consistent and accurate use of ePMO systems and reporting portals. The ePMO Lead promotes a Center of Excellence mindset and drives a culture of disciplined, high-quality project execution across TSTT. 

DUTIES AND RESPONSIBILITIES

Program and Project Lifecycle Management

  • Lead the planning, execution, monitoring, and closure of strategic and other business-critical programs and projects across the enterprise, ensuring successful delivery within approved scope, schedule, budget, and quality standards; in alignment with established program and project management methodologies and governance frameworks.
  • Coordinate, control and escalate program decisions, issues, risks and project interdependencies through strategic partnering and the relevant governance and decision-making mechanisms.
  • Conduct regular project and program health checks to identify risks, deviations, and performance gaps; and take proactive measures to realign delivery to established Key Performance Indicators (KPls).
  • Drive accountability and ownership across project teams by coaching, mentoring, and motivating Project Managers, team leads, and delivery partners to take responsibility for outcomes and corrective actions.
  • Manage cross-functional / cross-project dependencies, constraints, resource allocations, and schedules to maintain program delivery momentum across business lines.

Stakeholder Management

  • Directly oversee internal and outsourced Project and Program Managers within assigned programs to ensure consistency in execution methodology; systems & procedures compliance; and reporting across assigned programs.
  • Monitor suppliers/contractors for a given program through established Service Level Agreements (SLAs) and Key Performance Indicators (KPls), and escalate contractor/supplier issues as needed.
  • Conduct regular engagement activities including weekly project touchpoints, Steering Committee meetings, monthly program reviews, vendor performance feedback sessions, and other structured stakeholder interactions to maintain alignment, resolve issues, and reinforce accountability.
  • Escalate vendor and stakeholder underperformance and facilitate corrective interventions to protect project integrity and organizational value.
  • Cross-functional leadership and supervision of temporary internal or contracted project resources.

Project Management Information Systems, Reporting & Analytics

  • Ensure accurate, consistent, and timely use of project management information systems (PMIS) to capture project plans, milestones, risks, and performance data and store critical project documentation.
  • Track and report project performance, risks, issues, and benefits realization through dashboards and standardized reporting tools; submitting to various oversight committees and sponsors on a regular basis.
  • Provide actionable insights to the CDEPO, Portfolio Managers, oversight and decision committees and Executive Sponsors to support decision-making, prioritization, and resource optimization.

Governance and Center of Excellence Culture

  • Promote a Center of Excellence mindset by adhering to governance, standardized practices, and continuous improvement across all project and program delivery activities.
  • Drive enablement through coaching, knowledge sharing, and dissemination of best practices, tools, and techniques that strengthen project management capability enterprise wide.
  • Ensure consistent adherence to TSTT's project management policies, procedures, and governance frameworks.
  • Lead post-implementation reviews and lessons-learned exercises to capture insights and enhance organizational maturity, efficiency, and delivery effectiveness.
  • Champion a culture of accountability, transparency, and disciplined execution that reinforces TSTT's transformation and performance objectives.

EDUCATION & EXPERIENCE

  • A bachelor's degree in Business Administration, Economics, Computer Science, Engineering, Information Systems Management or related fields.
  • PMP, PRINCE 2 or any industry recognized project or program management designation.
  • A master's degree in Business Administration, Computer Science, Engineering, Information Systems, Project Management and/or related fields will be considered an asset.

EXPERIENCE & TRAINING

  • Minimum of 5 years' experience in successfully leading, developing and coaching high-performance teams, successfully managing portfolios/programs/projects, managing multiple concurrent projects & project managers.
  • Experience with successful end-to-end management of programs worth US$10M+.
  • Experience working in the telecommunications industry will be considered an asset.
  • Experience with Office Productivity Tools, such as MS Word, MS Excel, MS PowerPoint, Visio and MS Project.
  • Experience with Project and Portfolio Management Software.

FUNCTIONAL COMPETENCIES

  • Program Management: Experience with managing the interdependencies of multiple projects and program level risk in the realization of some strategic benefit.
  • Project Management: Experience working within large project environments requiring timely completion of complex deliverables.
  • Reporting and Statistical tools: Highly analytical and quantitative aptitude with various reporting applications.
  • Proficiency in using Project Management Tools.
  • Strong knowledge of SDLC Methodologies.
  • Business Process Reengineering: Champions creative initiatives & organization-wide pillars and encourages 'out-of-the box'/ lateral thinking to identify breakthrough opportunities for organizational growth.
  • Strategic Planning: Applies strategic thinking to correlate the strategic organizational components to deliver sustained and holistic organizational results.
  • Benefits Realization: Focuses on delivering the business value associated with projects, programs and initiatives.
