Director of Primary Health Care

The BVI Health Services Authority (a client-centered healthcare organization) invites qualified and professional applicants to apply for the position of Director of Primary Health Care is responsible for the day-to-day management of Primary Care and Community Health Services. The Director of Primary Health Care is responsible for planning the delivery of services, budget preparation, information management, security and disaster management of facilities, as well as management and supervision of clinical, professional and support staff. 

 

PRIMARY DUTIES & RESPONSIBILITIES (included but not limited to):

 

  1.  Spearheads the development and strategic planning for Primary Healthcare Services and Community-based Services and Programmes.  
  2. Complies with statutory Public Health Laws of the British Virgin Islands.
  3. Assists in establishing modern Public Health practices, policies and procedures, specifically:
    1. Planning – needs assessment, risk assessments;
    2. Investigation of population health status and health trends
    3. Management of Disease outbreaks;
    4. Disaster Management;
    5. Clinical audits and clinical, administrative and surveillance protocols.
  4. Maintains and improves financial control and cost effectiveness in the delivery of Primary Healthcare and Community-based services. 
  5. Ensure efficiency of the administrative support for Community-based Health Services.
  6. Develops and revies the Job Descriptions for the recruitment of administrative staff.
  7. Coordinates work schedules.
  8. Evaluates staff performances and develops recommendation for improvement, including supervision and training of staff.
  9. Determines and recommends the annual operating budgetary submission for the District Clinics and the Primary Care Services and Community-based Programmes. 
  10. Prepares and submit timely reports, as requested.
  11. Formulates and conveys directives from Executive Management to Unit managers.
  12. Supervises maintenance/ upkeep and development of physical facilities and equipment.
  13. Plans Emergency/Disaster Preparedness Programmes to secure all Community Health facilities to ensure availability of services regaled of the type of Disaster.
  14. Supervises and ensures security of staff and physical plant.
  15. Negotiates with vendors for goods and services.
  16. Attends meetings, both inter-department and with special committees, as directed
  17. Any other duties necessary for the fulfillment of the responsibilities of the position.

Minimum Requirements:

Educational/Training Requirements

v  Medical Degree (MBBS or equivalent) registered in the British Virgin Islands

v  Postgraduate (specialist) qualification in the field of Primary Health Care Medicine of Family Medicine,

v  Master’s Degree in the field of Public Health (MPH) or related field, would be an asset.

v  Certification in Business management, Leadership or a related discipline, would be an asset. 

 

Experience

v  Five years post registration experience in the field of Public Health or Primary Health Care Medicine, AND OR;

v  Five years working experience in a senior management capacity in Primary Healthcare or Healthcare Administration at a county/parish/national level.

 

Knowledge, skills and abilities

v  Sound knowledge of the BVIHSA Act 2004, BVI Labor Code 2010, as well as understanding of a wide scope of procedures and operations of the various Units/Departments within Primary Care and Community-Based Services, inclusive of the mission of the Ministry of Health and Social Development, National Health Policy, Regional and International health trends.

v  Sound knowledge of budgeting and accounting systems.

v  Sound knowledge of modern Public Health practices, policies and procedures.

v  Must be proactive and results oriented.

v  Excellent oral and writing skills and ability to coordinate various activities in a multitask environment.

v  Excellent organization, negotiation and, conflict resolution skills.

v  Excellent leadership and motivational skills.

v  Knowledge of Information Technology and ability to effectively utilize Microsoft Word, Publisher and Excel.
