The Director, Public Procurement provides leadership for the development and implementation of the procurement strategies of the Organisation to ensure adherence to the Government of Jamaica (GoJ) Public Sector Procurement Procedures. The Director, Public Procurement is also responsible for ensuring compliance with the regulatory bodies as it relates to the submission of timely and accurate mandatory procurement reports. The incumbent also oversees the development of the Annual Procurement Plan and ensures alignment with the Organisation’s Budget prior to the submission to the Ministry of Finance and the Public Service and the Office of the Prime Minister.
QUALIFICATION & EXPERIENCE:
ü Masters Degree in Business Administration, Finance, Logistics, Public Administration, Management Studies or equivalent
ü Training in Public Sector Procurement Management
ü At least five (5) years of relevant experience in a comparable position and industry for mastering the demands of the functions. The experience ideally should be gained from an industry/environment similar to what prevails at HEART NSTA/Trust. This could include one or a combination of the following: Higher Education Institutions, Major Public Body, Major Hotel Chain, Major Information and Communication Technology (ICT) Operation, large Business Operation or Equivalent
REQUIRED CRITICAL THINKING, REASONING, PROBLEM SOLVING, AND INNOVATIVE JUDGEMENTAL ACTIVITIES:
ü Oversees the preparation and implementation of the Annual Procurement Plan
ü Oversees the management of the procurement process of the organisation to ensure the overall compliance with Government of Jamaica (GOJ) procurement policies and procedures
ü Manages expenditures from cost centres to determine the appropriateness of expenditure, in keeping with budgeted expenditures
ü Coordinates and conducts procurement compliance reviews to guide strategic decisions
ü Prepares final draft of cabinet submissions to Cabinet Infrastructure Committee
ü Oversees the preparation of the quarterly Office of Contractor General (OCG) reports, the monthly Finance Ministry reports and responds to OCG queries
ü Implements the GOJ policies and procedures as well as review and implement the internal procurement policy and procedures
ü Represents the Organisation at the Public Procurement Commission (PPC) Sector Committees, the PPC and Cabinet Infrastructure Committee meetings
