Director, Procurement
The Financial Services Commission (FSC) is an integrated financial services supervisor/regulator. Our mission is to regulate and supervise the securities, insurance, trust and corporate service providers and private pensions industries, for the protection of their customers, thereby enhancing public confidence in the financial sector of Jamaica.
We are seeking a highly experienced Director of Procurement to lead our procurement and contract management activities in accordance with the Government of Jamaica (GOJ’s) procurement framework. This pivotal role offers the opportunity to shape procurement policies and practices, and support institutional growth and development.
The incumbent is expected to bring a strong track record of strategic sourcing, governance, and stakeholder engagement in regulated or public sector environments.
MAJOR ACCOUNTABILITIES:
- Provide strategic oversight and leadership of all procurement activities ensuring full compliance with the Public Procurement Act, Regulations, Policies and Guidelines
- Lead the development of FSC Procurement Plan and the Procurement Department’s budget, while supporting the development of the organisation’s budget.
- Develop and implement strategies, policies and systems that promote efficiency transparency and value for money.
- Serve as the FSC’s principal advisor on procurement matters and liaise with oversight bodies such as the Public Procurement Commission, Integrity Commission and the Ministry of Finance and the Public Service.
- Incorporate procurement best practices and research and analysis methodologies to support procurement decisions and practices.
- Lead contract management, tendering requisitioning and vender performance monitoring lifecycles.
- Preparation and presentation of executive reports and updates for the Executive Team and the Board of Commissioners.
- Collaborate with cross-functional teams to ensure timely and complaint procurement execution in support of transformation and capacity-building initiatives.
- Support the project management lifecycle for strategic initiatives and donor-funded or technical assistance projects, by aligning procurement plans and deliverables with project milestones.
- Produce reports to support external reporting requirements including those required by oversight ministries, international development partners and funding agencies. Build capacity within the Procurement Department and promote ethical, high performing procurement practices.
QUALIFICATIONS AND EXPERIENCE
- Master’s degree in public administration or policy, Procurement, Supply Chain Management, Logistics, Economics or any related area.
- Level 4 INPRI Public Sector Procurement Certification.
- Chartered Institute of Procurement and Supply (CIPS) certification would be considered an asset.
- The job requires at least 5 years of relevant work experience in a comparable position and business/work environment particularly in public administration.
- Strong knowledge of GOJ procurement framework including the GOJ Electronic Procurement GOJEP system and the Contractor & Consultant Performance Evaluation Policy (CCEP).
- Proven experience in operational leadership and familiarity with procurement international best practices.
- Strong leadership, interpersonal, analytical, and communication skills.
