DIRECTOR – POPULATION AND HEALTH

 

The Planning Institute of Jamaica is seeking to identify a suitably qualified candidate to fill the position of Director, Population and Health in its Social Policy Planning and Research Division.

 

Job Summary

Under the direction of the Senior Director of the Social Policy Planning and Research Division, the successful candidate will plan, organise and administer the programmes of the Population & Health Unit. This will involve formulating and employing strategies, techniques and methodologies for demographic, population and health policy advice and analysis at the national and sub-national levels; coordinating executive functions for the inter-sectoral committees, commissions and other fora on population.

 

Main Responsibilities

  • As a thought leader, provide demographic, health and population and development policy and planning advice to clients in the public and private sectors to ensure responsiveness to the development needs of the country and to give effect to national commitments under Vision 2030 Jamaica, the Sustainable Development Goals and the broader social development agenda.

 

  • Ensure efficient and effective integration of population matters into inter-agency policy and planning and alignment with national development priorities.

 

  • Conduct evidence-based research and analysis to inform demographic and health - information services, including contributing to publications such as Jamaica Survey of Living Conditions (JSLC); and the Economic and Social Survey Jamaica (ESSJ).

 

  • Monitor the local and international development landscapes to identify gaps and opportunities for policy review and programme development.

 

  • Monitor and coordinate, implementation and evaluation of population and social sector policies, plans, projects and programmes.

 

  • Develop tools to monitor sectoral indicators and maintain a database of critical data making such information/data available to researchers and students.

 

  • Prepare periodic and special technical reports on population and development and health issues to influence the local and international development agendas.

 

  • Provide technical and professional guidance to the staff of the Unit and contribute to the efficient and effective governance and management of the organization.

 

 

 

 

Qualification and Experience

  • Master’s Degree in Social Sciences/Demography or any equivalent combination of education and training that provides the necessary knowledge, ability and skills.
  • Minimum of five years’ specific related experience.

 

Knowledge/Skills/Competencies:

  • Advanced knowledge of and proficiency in use of statistical programmes (SPSS, STATA, etc. including multiple regression analysis models)
  • Knowledge of Population and Epidemiological Projection models and other demographic and social models
  • Strong analytical skills and proficiency in research methods
  • Excellent written and oral communication skills.
  • Strong leadership skills
  • Team oriented
  • Goal focused with ability to make decisions in a timely manner
