The Director Planning, Performance Monitoring and Evaluation is responsible for improving the Trust’s strategic performance through the provision of planning and monitoring services to support the achievement of Corporate-wide operational objectives. The job is expected to have Corporate-wide impact on sustaining credible and effective Governance Policies, improving systems and procedures, and in general, Organisational Development. The incumbent is expected to initiate, advise and execute approved Plans and Programmes and monitoring mechanisms to achieve the required impact.
QUALIFICATION & EXPERIENCE:
ü Master of Science Degree in Business/Public Administration, Business Processes or Strategies, Strategic Planning, Organisation Development or other related discipline or equivalent
ü At least five (5) years’ relevant experience in a comparable position ideally in Public Administration, Auditing, Higher Education Institutions, Financial Service Organisations, Information Communication and Technology Operations, or Business Operations
KEY COMPETENCIES:
ü Knowledge of Technical Vocational Education and Training Systems, Adult Education and Lifelong Learning Programmes and National Youth Development Systems
ü Sound knowledge of Strategic Planning and Management techniques
ü Knowledge of Corporate Governance Framework
KEY DUTIES:
ü Ensures the Organisation’s Performance Monitoring process conforms to the reporting requirements of the Public Sector Accountability Act, Board of Directors, Ministry of Finance and the Public Service and Ministry of Education, Youth and Information
ü Monitors and submits Monthly, Quarterly and Annual Strategic Monitoring and Special Reports on the Organisation’s performance
ü Develops and formulates Corporate and Strategic Plans
ü Monitors and ensures technology solutions are identified and implemented in order to enhance the planning and monitoring processes
ü Liaises with Information and Communications Technology personnel to ensure systems are in place to support the planning and monitoring processes
ü Reviews proposed changes of Department and Divisional Plans with personnel at the appropriate levels
ü Provides staff training in appropriate planning methodologies, such as Balanced Scorecard or Log Frame Methodology
