Applications are invited from suitably qualified persons to fill the post of: Director, Finance and Administration. GOJ Salary Scale – (GMG/SEG 4) $6,333,301 p.a. - $8,517,586 p.a.)

Director, Finance and Administration

Under the direction of the Chief Executive Officer, the Director, Finance and Administration has overall responsibility for the Agency’s financial direction as well as for its administration, procurement and ICT functions.

Accordingly, the incumbent provides leadership in all aspects of the agency’s financial operations and manages all treasury functions. The incumbent also provides accurate and timely financial information and reports to facilitate the decision making process and ensures compliance with all statutory requirements, such as those associated with the Public Bodies Management and Accountability (PBMA) Act and the Financial Administration and Audit (FAA) Act. 

Minimum Required Qualification And Experience

•           Master’s  Degree in Business Administration (MBA), Management Studies, Accounting, Economics or equivalent qualifications

•           Bachelors Degree in Finance or Accounts or ACCA certification

•           Training in government accounting 

•           Training in Auditing and Budgeting

•           Knowledge of investment banking and ICT

•           At least four (4) years experience in a senior management capacity

•           At least eight (8) years overall experience, with demonstrated understanding of the corporate management functions.  

Core Competences

Management/Administrative Responsibilities

  1. Participates as a part of the senior management team in the formulation of the Agency’s annual strategic, corporate and operational plans
  2. Leads the Finance and Administration Branch in the preparation of the Strategic Plan, operational plan, individual work plans  and budget
  3. Provides leadership to the other Branches in the development of annual budgets in keeping with required guidelines and regulations
  4. Monitors the implementation of work programmes to ensure that work is carried out as planned and within budget and, where necessary incorporate adjustments to ensure that agreed targets are met
  5. Establishes and monitors accounting systems, procedures and controls to protect the Agency’s assets
  6. Keeps abreast of trends in financial and accounting management and recommends their adoption/application where appropriate to enhance the effectiveness and productivity of the Agency
  7. Ensures that administrative systems and procedures are in place to facilitate the smooth operations of the Agency
  8. Provides oversight to ensure the efficient operation of the information technology system, including the website.
  9. Represents the Agency and participates at local, regional and international events (conferences, seminars, workshops and meetings)  as required
  10. Informs direct reports of changes as they occur in Government policies and the resulting impact on their respective duties.
  11. Prepares and submits progress and other reports 

Technical/Professional Responsibilities 

•           Leads in the preparation of monthly status reports, financial statements, financial management reports and budgetary control reports for submission to the CEO, the Board and the  Ministry of Finance 

•           Manages the Agency’s budget

•           Contributes to the development of project proposals by:

•           Leads the compilation of budgets for externally funded projects and capital programmes

•           Tracks and reports on the financial status of projects

•           Provides advice on a range of financial issues and matters impacting the Agency’s accounting to the CEO, the Board and the management team, as required. 

•           Approves estimate of costs for accreditation to be submitted to applicant conformity assessment bodies.

•           Collaborates in managing the Agency’s Revolving Loan Fund 

•           Approves and signs all monies prepared for lodgement at the Agency’s bank.

•           Advises on billing invoices and accounting policies to stakeholders as required. 

•           Coordinates arrangements for auditing of the Agency by its external auditors as well as the Auditor General’s Department by;

•           Provides management oversight for the development, implementation and maintenance of information systems for the Agency

•           Ensures appropriate data processing systems and procedures are in place for the organization including; productivity tools, databases, network administration’ applications programming, web design and user support. 

•           Provides management oversight for the Agency’s financial databases by recommending the development of databases to meet the accounting needs and supervising the input and handling of financial data and reports. 

•           Oversees the procurement systems for the proper acquisition and utilization of resources in accordance with the government procurement rules, policies and procedures, the FAA Act and other regulations and guidelines.

•           Ensures that physical facilities and assets (fixed and current) are managed effectively and that the NFA’s operations are conducted in a secure, comfortable and functional work environment.

•           Ensures the implementation of a maintenance and security programme to protect the Agency’s infrastructure, equipment, personnel and documents.

•           Directs the development and effective management of the Library/Records Management System, thereby enabling appropriate responses to Access to Information requests.

•           Ensures that JANAAC meets its obligations under the Access to Information Act.

•           Ensures the effective management of the administrative support and office services to ensure proper management of physical facilities and assets in order to facilitate a comfortable and functional work environment and efficient delivery of services.

•           Coordinates the development and implementation of security programmes and a disaster recovery plan to safeguard the Agency’s assets and staff. 

Human Resource Management Responsibilities 

•           Provides leadership and guidance to staff through effective objective setting, effective planning, delegation, communication, training, mentoring and coaching

•           Identifies the training and developmental needs of staff and ensures that training interventions and development programmes are put in place to address these needs.

•           Participates in the recruitment of staff for the Agency

•           Recommends change of duties, promotions, termination and leave in accordance with established Human Resource policies and procedures

•           Ensures that staff are aware of and adhere to  the policies,  procedures and guidelines governing the operations of the Agency 

•           Recommends/administers disciplinary action in keeping with established human resource policies and guidelines 

•           Supports the CEO in the establishment and maintenance of a supportive work environment that promotes sound values and positive attitudes, fosters a culture of consultation, team work, employee empowerment and ethical behaviour 

•           Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommend and/or initiates corrective action where necessary to improve performance 

•           Guides the development and implementation of a succession planning programme to facilitate continuity and the availability of required skills and competencies to meet the needs of the Agency.

•           Mediates disputes, resolves conflicts and ensures proper documentation of issues, concerns and outcomes.
