Summary: 

Title

Development of UNICEF self-paced online Child protection preparedness and response courses and hosting of the same on learning platform

Purpose

To convert 2 face to face Child protection trainings into two short online self-paced courses and to host these courses on a learning platforms. These courses will strengthen the capacity of emergency responders, educators, humanitarian personnel, and community actors in a sustainable manner to support children’s mental health and psychosocial wellbeing during emergencies.

The courses are focused on:

• Mental Health and Psychosocial Support in Emergencies (MHPSS) in the Caribbean
• Return to Happiness (RTH)

Background:

Children and adolescents in the Caribbean region are frequently affected by hurricanes, flooding, volcanic eruptions, pandemics, and other crises that disrupt communities and increase stress, trauma, and psychosocial vulnerability.

UNICEF and regional partners have developed several programs to support psychosocial wellbeing in emergency settings, including the Return to Happiness (RTH) programme and training initiatives related to Mental Health and Psychosocial Support in Emergencies (MHPSS) in the Caribbean. UNICEF has also sensitized partners on trauma in children.  These training and sensitization have mainly been held in face-to-face context. To ensure sustainability and broaden reach, UNICEF is proposing to develop these sessions into self-paced online courses  and is seeking a contractor  that can 1) convert these training into self-paced online courses and 2) to host them on an online learning platform.

In this regard, UNICEF requires the services of a regional contractor to convert the courses and to host them on a learning platform.

Tasks:

Under the guidance of the Child Protection Officers, the Emergency Officer and the SBC staff the contractor  will:

  • Convert the existing Return to happiness training into a self-paced online course
  • Convert the mental health and emergencies training into an online self-paced course
  • Host these courses on an online platform that is accessible to people within the region until 30th November 2026.
  • Provide UNICEF with links to the online leaning that it can share with partners

 With regard to the MHPSS and Return to Happiness courses the contractor will:

• Adapt existing course guidelines, video content, and training resources into a self-pace online course with knowledge checks after each module

  • Integrate feedback into the online course
  • Allow for participants to generate a certificate after completion

• Integrate UNICEF and partner [CDEMA] branding into the course interface
• Ensure course accessibility across desktop and mobile devices
• Ensure video content is delivered in MP4 format with compression suitable for low bandwidth environments
• Develop a short guidance video demonstrating course navigation and completion
• Configure analytics to track course participation and performance
• Provide monthly reports on course usage and learner engagement

Provide list of participants who have completed the courses

All courses will target emergency responders, child protection workers in humanitarian or disaster response settings, health workers, social workers, humanitarian staff, government officials, NGO partners, teachers, community leaders, shelter workers, and members of the public. Course analytics should track:

• Number of participants
• Time spent per module
• Overall course completion time
• Quiz performance and pass rates

Courses must be accessible to users with varying literacy levels and designed to be inclusive and accessible to people with disabilities where feasible. The courses will include a final feedback module requiring participants to complete:

• Short Likert scale feedback questions
• “Did you learn something new?” question
• Open ended question on course improvements to inform future courses

Certificates will only be issued after completion of all modules, quizzes, and the feedback survey. 

Deliverables:

Deliverable 1: online self-paced Mental Health and Psychosocial Support in Emergencies (MHPSS) in the Caribbean Online Course

Deliverable 2: Online self-paced Return to Happiness Online Course

Deliverable 4: Report to UNICEF which includes  contact details of persons [name, email addresses, occupation, institutions and country] who have completed the courses

 Reporting:

Supervision for this assignment will be provided by the Child Protection Officers. UNICEF must review all drafts before finalization of courses on the learning platform.

Timeline:

The assignment will be completed by 30 November

Other:

Note: before finalization of any courses drafts of all modules must be shared with UNICEF for feedback. UNICEF would be allowed a maximum of 3 opportunities to provide constructive feedback to the contractor.

UNICEF will provide soft copies of existing training manuals, outlines, presentations, learning content, and any other documents that would be needed to inform the conversion process

The contractor will provide UNICEF with links to the courses 

Expected Background and Experience:

The contractor should demonstrate:

• At least five -10 years of experience in e-learning development or digital learning platforms
• Experience developing online training modules or learning management systems
• Own an existing platform to host the courses that are accessible to a wide cross section of users
• Knowledge of Caribbean humanitarian or emergency response contexts is an asset

  • Regional reach throughout the Caribbean

Recourse

UNICEF reserves the right to withhold payment if performance is unsatisfactory or if deliverables are incomplete or not delivered on time.

Property Rights

UNICEF shall retain full intellectual property rights for all materials developed under this contract including course content, scripts, graphics, and digital learning assets.

Evaluation Criteria:

The technical evaluation will be considered in accordance with the following information:

Technical Proposal: 70 points

1) Overall Response (10 points):

b) Understanding of scope, objectives and completeness of response;

2) Company and key personnel (30 points):

a) Team lead and members - Relevant experience

b) Experience with similar projects,

3) Proposed Approach (30 points):

a Quality of proposed implementation plan, i.e. how the bidder will undertake each task, and time schedules;

c) Risk assessment - recognition of the risks/peripheral problems and methods to prevent and manage risks/peripheral problems.

Note: Only companies achieving a minimum technical score of 49 points out of 70 (70%) will have their financial proposals open.

Financial Proposal (30 points)

Financial proposals will be opened only for bidders who achieve the minimum technical score.
