Deputy Executive Director, Operations and Administration

The Financial Services Commission (FSC) is seeking a dynamic, forward-thinking, and strategically agile leader to join our executive team as Deputy Executive Director – Operations & Administration. More than an administrative role, this position is central to driving innovation and operational transformation. Reporting to the Executive Director, the role will lead strategic initiatives across key support functions and may act in the Executive Director’s absence.

The Deputy Executive Director – Operations & Administration will lead the advancement of operational efficiency and technology across core functions: Human Resources, Facilities, Procurement, Finance, ICT, Facilities, Records Management and Communications. The role will enable continuous improvement, foster innovation, and ensure these areas support the FSC’s regulatory mission.

The FSC is Jamaica’s integrated financial services regulator, safeguarding the integrity of the securities, insurance, private pensions and trust and corporate service providers industries. MAJOR ACCOUNTABILITIES:

Strategic Operational Excellence

  • Lead cross-functional teams, instilling a culture of high performance, collaboration, and continuous improvement.
  • Align corporate strategies with the FSC’s mission, ensuring all support functions enable agile, efficient, and resilient operations.
  • Oversee budgeting, reporting, and resource planning to ensure transparency, accountability, and strategic allocation.

Digital Transformation & ICT Leadership

  • Champion an ICT strategy that leverages emerging technologies for regulatory and supervisory effectiveness, efficiency, and data-driven decision-making.
  • Modernize IT systems and infrastructure to deliver secure, scalable, and resilient digital solutions.
  • Cultivate innovation across departments, identifying tech-enabled opportunities to streamline operations and enhance service delivery.

People & Culture Transformation

  • Drive human capital strategy focused on suitable/effective talent acquisition, retention, and development, while nurturing a culture of agility and innovation.
  • Implement HR best practices that support employee engagement, well-being, and growth.

Stakeholder Engagement & Brand Management

  • Lead communications and marketing strategies that build stakeholder engagement, strengthen brand reputation, and clearly communicate strategic direction.
  • Ensure physical infrastructure fosters a collaborative, secure, and modern work environment.

Governance & Compliance

  • Oversee development and maintenance of policies and procedures across support functions, ensuring compliance with applicable laws and international best practices.
  • Provide strategic oversight of procurement and contract negotiations, ensuring optimal value and alignment with goals.

Executive Advisory & Representation

  • Advise the Executive Director and Management Committee on operational matters, offering strategic insight and proposals.
  • Represent the FSC in high-level meetings and regional/international forums, advancing the Commission’s strategic interests.

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in Information Technology Management, Operations Management, Finance, Public Administration or related field.
  • Professional designation in financial or managerial accounting, human resource management, information service management, or project management would be an asset.
  • A minimum of 10 years’ senior leadership experience overseeing multi-functional departments, ideally within a financial regulatory body.
  • Proven success in ICT transformation, digital initiatives and operational improvement, ideally within regulatory or technology-driven environments.
  • Expertise in corporate governance, strategic planning, financial management, human resources, advanced information systems, cybersecurity, enterprise resource planning, internal controls, and performance management systems
  • Strong strategic thinking, problem solving and analytical abilities
  • Effective leadership, communication and stakeholder engagement skills.
  • Demonstrated capacity to led cultural change and drive continuous improvement.
