JOB TITLE:                           Deputy Contract Performance Manager

JOB SUMMARY:

The incumbent is required to provide substantial support to the Contract Management Unit in its obligations under the Public-Private Partnership (PPP) hospital project agreement and satisfactory results when the legal advice provided is credible and rarely results in litigation against the government; and agreements negotiated are favorable to the development of Turks and Caicos Islands.

KEY DUTIES AND RESPONSIBILITIES:

(i) Monitors and coordinates obligations under the hospital contract. This includes:

  • Assisting with monitoring the non-clinical paths under the project and ensuring that all milestones are achieved within the specified timeframe;
  • Ensuring the maximum use of human, financial and technical resources for the successful completion of the contract;
  • Assisting in overseeing the delivery of key performance indicators and information flow between the Preferred Provider and TCIG which includes updates to databases containing such information;
  • Ensuring compliance with all contracts regarding the provision of Health Services in the TCI.
  • Must have proficient knowledge and understanding of the major Health Care contracts.
  • Provide general advice and draft legal opinions pertaining to healthcare, legal implications of clinical service delivery, policy or procedure and health laws in the TCI.
  • Provide advice on claims, complaints or litigation involving health care and services.
  • Representing Ministry of Health in relation to complaints and procedure with regulatory authorities.
  • Work with the Attorney General’s Chambers on litigious matters involving the PPP Contract
  • Assist with the drafting of documents such as but not limited to health care services agreements, cabinet papers, business case, information papers
  • Providing logistical support for any activities between the Preferred Provider and TCIG; and
  • Assist with monitoring, verifying and informing the CMC of any discrepancies or anomalies that are found in the day-to-day management of the contract;
  • Assist with verifying expenditure against budgeted allocations;

 

(ii) Perform any role requested by the TCIG Representative where delegated in writing:

  • Participate in meetings of the Contract Management Committee and any related meetings;
  • Implement decisions of the Contract Management Committee;
  • Collaborate with HRA as it relates to Sections 25 (Complaints) and 6 (Monitoring) of the Project/Contract Agreement;

(iii) Where necessary, act as the Secretariat for the Contract Management Board (CMB).  This includes:

  • Producing monthly and other ad hoc reports requested by the CMC; and
  • Identifying any adverse scenarios in the day-to-day management of the project and bringing it to the attention of the CMC.
  • Assist in the development of new legislation and the review or amendment of old legislations.

 

(iv) Provides impartial, accurate and timely advice to the Contract Manager on the status of the project/contract.

(v)  Assist with supervising staff assigned to the project by

  • Assigning work schedules;
  • Monitoring progress;
  • Appraising performance;
  • Identifying and recommending training for staff;

 

(vi) If called upon represent the Ministry at meetings, conferences and seminars.

 

  • Adhere to all Public Service codes, rules and regulations
  • Any other duties assigned

 

QUALIFICATIONS & EXPERIENCE

  • A Bachelor’s Degree in Project Management/Facilities Management/Business Administration, Finance and/or qualification in law or understanding of contract business law.
  • Legal Degree or Advance Diploma in Business Law
  • A Degree in Finance or Advance Diploma in Finance
  • A team player
  • Able to work in fast pace environment
  • Sound Organizational Development Skills.
  • Sound Computer Skills.

 

SALARY

Grade 9.1: $85,266.00 per annum plus allowances

 

For persons recruited outside of the Turks & Caicos Islands a two-year extendable contract is offered. Other benefits in addition to basic salary include a Housing Allowance, End-of contract gratuity of 6%, return passages for a family of up to two children under the age of 18 years, freight cost and duty exemption on personal effects imported within six months of the appointment.
