1. Provides support for the efficient functioning of the Audit Office, adhering to statutory and regulatory requirements of the finance and audit legislations and the Montserrat Constitution.

KEY RESPONSIBILITIES

  • Assists in the updating and or production of the strategic, annual audit operational plans, audit procedures, policies and manuals to provide the necessary strategic guidance and audit cover in accordance with the statutory and regulatory duties, relevant auditing standards and the audit approach.  
  • Plan, co-ordinate and monitor activities of staff guaranteeing time completion of assignments; also provides technical assistance and guidance to audit managers.
  • Performs selected audit tasks such as, financial, VFM, audit recommendation follow-up and other reviews.
  • Conducts root cause analysis of specific issues (e.g. reporting concerns) and present the relevant reports.
  • Reviews audits or assessments for accuracy, quality and conformance to audit policies, regulations and legal requirements. 
  • Undertakes performance management through planning, monitoring and reviewing work objectives, target setting, coaching, training and development, mentoring and motivating staff to maximize productivity and to enable continuous assessment and improvement in the Audit Office. 
  • Liaises with external auditors of any organization in which government has shareholding interest or any organization which by resolution of the Legislative Assembly receives a contribution from public funds, or which is under its establishing ordinance, may impose or create a liability upon public funds.
  • Provides technical advice and guidance on policies and practices through the use of expert knowledge, dialogue and consultation to enable decision-making which is in accordance with legislation, regulations, and policies and perform advocacy duties for the Audit Office.
  • Assists with the coordination of the annual budgetary process, through planning meetings; analysing and reviewing budget submissions for accuracy and ensure it captures the key objectives and programmes for the impending budget year. Resolves problems and mediates conflicts encountered during daily operations and determines appropriate solutions. 
  • Remains current on audit, accounting other developments through research and study, for the provision of high-quality audit services and advice.
  • Ensures that other work activities fully comply with Government and International standards.
  • To represent the Audit Office in internal and external forums and acts on behalf of the Auditor-General when required.
  • Ensures resources are available and oversees workplace health, safety, and welfare.
  • Performs any other duties as assigned or requested by the Auditor-General. 

PERSONNEL SPECIFICATIONS

The applicant should possess:-

  • A degree in Auditing, Accounting, or Finance.
  • A qualified member in good standing with an appropriate professional accounting body (CA, ACCA, CPA, CIPFA) with post qualification experience or be working towards a formal qualification and able to demonstrate commitment to monitored completion.
  • At least 8 yrs audit management experience.
  • Strong verbal and written communication skills, specifically the ability to prepare concise and informative reports on a wide range of public finance and management issues, and to present these effectively to key stakeholders.
  • High level interpersonal, influencing, impartiality, and diplomacy skills.
  • Ability to exercise professional judgement, tact, decisiveness and clarity in the execution of duties.
  • In-depth knowledge of public financial management and audit standards.
  • Ability to build effective relationships with management, colleagues, partners, members of the public and stakeholders at all levels in particular regional and international agencies.
  • Strategic leadership and staff management skills.
  • Must be able to work independently without extensive supervision and possess excellent time management and independent learning skills.

TERMS OF APPOINTMENT

Appointment will be made on a contractual basis for a period of two (2) years in the first instance.  On satisfactory completion of contract, a contract gratuity at the rate of 12.5% of the basic salary would be payable.

R7 - EC$79,320.00  

Allowances Per Annum

Professional - EC$30,000.00
