Under the general direction of the Regional Director and the Board Chairman of SERHA, the incumbent will be responsible for providing legal advice, preparing and interpreting legal documents and leading all corporate secretariat functions of the Regional Health Authority.

Corporate Secretary

KEY RESPONSIBILITIES

Technical/Professional

  • Prepares written opinions and advice on a range of legal matters impacting the RHA and its subjects;
  • Prepares, assists, reviews and amends legal documents or instruments required by the RHA, the Ministry and its subjects;
  • Provides comments on draft Bills or draft policy papers submitted by other Directors and Senior Managers;
  • Follows up and provides updates on legal matters and attends hearings on behalf of the RHA;
  • Reviews and advise on legal implications of internal policies and procedures;
  • Advise on all areas and aspects of Labour and Employment Laws;
  • Provides legal advice to Regional Director and Board Chairman on all areas of law;

Management and Administrative

  • Performs Corporate Secretariat functions for the Board of Directors;
  • Schedules, attends and takes, prepares and distributes Minutes at Board Meetings within stipulated timeframes;
  • Coordinates, collects and arranges delivery of papers, reports and related documents to be distributed to Board members for review within stipulated timeframes prior to Board Meetings;
  • Follows through and follows up on decisions of the Board and implements the necessary logistics required;
  • Any other related duties as assigned by the Regional Director/Board Chairman

Minimum Required Qualification and Experience

  • Bachelor of Laws (LLB);
  • Legal Education Certificate;
  • Practicing Attorney-at-Law with at least three (3) years of progressive experience in the public sector;
  • Keen understanding of the National Health Services Act and Regulations and the Public Health Act;
  • Formal training/experience in Corporate Secretarial duties/Corporate Governance and GOJ Procurement Policies is an asset;
