The Strategic Partnerships & Resource Mobilization (SPRM) Coordinator is responsible for positioning the Jamaican Red Cross and IFRC Network as a preferred strategic partner among government, private sector, institutional donors in Jamaica, CARICOM, and the wider Americas.

Job Purpose

Reporting to the Head of Country Office, the Strategic Partnerships & Resource Mobilization (SPRM) Capacity Coordinator is responsible for positioning the Jamaican Red Cross and IFRC Network as a preferred strategic partner among government, private sector, institutional donors, and climate and development finance actors in Jamaica, CARICOM, and the wider Americas—building senior-level relationships that move from predominantly short-term, project-based funding toward multi-year, flexible, and locally driven financing.

The individual will identify and pursue funding opportunities, support the preparation of high‑quality proposals and business cases, and strengthen donor and partner engagement, in line with IFRC strategies, policies, and values. In parallel, it will drive a business-oriented approach to financial sustainability by identifying and strengthening the National Society’s comparative advantages, commercial services, and value propositions to develop a coherent, long-term resource mobilization and corporate growth strategy. 

 

Job Duties and Responsibilities

IFRC Strategic Partnerships

  • Lead the identification, development, and management of IFRC’s strategic partnerships in Jamaica
  • Collaborate with Jamaica Red Cross to maximize fundraising and advocacy
  • Coordinate multilateral and bilateral support to Jamaica RC and IFRC
  • Build senior-level relationships with the government, multilateral development banks, and private sector partners maintaining regular dialogue to identify areas of mutual opportunity and synergy
  • Consider and develop innovative fundraising initiatives that anticipate the evolution of the humanitarian system
  • Ensure partnership data is up to date in the customer relationship management (CRM) system; and

IFRC Resource Mobilization

  • Work closely with Port of Spain Country Cluster Delegation and regional SPRM colleagues to support resource mobilization for IFRC regional funding platforms benefiting the Caribbean
  • Aim for full coverage of emergency appeals and unified plans by identifying funding gaps and pursuing new opportunities
  • Coordinate partner and donor outreach while maintaining up-to-date funding information
  • Ensure efficient management and stewardship of grants and pledges
  • Collaborate with relevant managers to deliver high-quality donor reports within deadlines.

National Society Financial Sustainability & Resource Mobilization

  • Lead and support the development, implementation, and monitoring of Jamaica Red Cross Financial Sustainability and Resource Mobilization Strategy aligned with the National Society’s Strategic Plan
  • Proactively identify, analyze, and pursue diversified funding opportunities across institutional donors (including EU, multilateral development banks, and bilateral partners), government and para‑public entities, private sector actors, foundations, corporate social responsibility (CSR) platforms, and climate, resilience, and disaster risk financing mechanisms
  • Manage and grow a robust funding pipeline leveraging donor intelligence and stakeholder needs analysis through proposal development and negotiation
  • Actively promote increased unrestricted, near‑core, and multi‑year funding by strengthening Jamaica Red Cross’ positioning, partnership value propositions, and engagement with strategic funding partners.

National Society Proposal Development & Business Case Design

  • Lead or coordinate the development of concept notes, funding proposals, and partnership pitch decks in close collaboration with Jamaica Red Cross programme, communications, finance, and planning teams;
  • Ensure all submissions meet donor quality and compliance standards and clearly articulate sustainability and exit strategies, full cost budgeting and cost recovery, as well as value‑for‑money and risk analysis;
  • Maintain a rolling, up‑to‑date pipeline of funding opportunities aligned with Jamaica Red Cross priority programmes and strategic objectives.

 National Society Strategic Partnerships & Humanitarian Diplomacy   

  • Complement Jamaica Red Cross’ engagement and strategic relationships with government ministries, development partners, embassies, private sector actors, and foundations;
  • Support Jamaica Red Cross leadership in donor stewardship, negotiations, and high‑level external engagement;
  • Identify and advance opportunities for co‑financing, consortia, and cross‑sector partnerships, including with academia and the private sector;
  • Proactively position the National Society as a trusted auxiliary to public authorities and a credible delivery partner for national, regional, and international actors.

National Society Market Intelligence & Organizational Positioning   

  • Conduct donor mapping, stakeholder analysis, and funding trend monitoring relevant to Jamaica and the wider Caribbean;
  • Systematically track emerging opportunities related to climate adaptation and resilience financing, social protection and community health, and disaster preparedness, early action, and risk reduction;
  • Support the development of institutional briefs and donor narratives that clearly articulate the National Society’s comparative advantages, auxiliary role, and value proposition to national, regional, and international partners.

National Society Capacity Strengthening & Internal Coordination   

  • Build internal Jamaica Red Cross’ capacity in resource mobilization, proposal development, and donor engagement to ensure skills transfer and sustainability beyond the role;
  • Strengthen cross‑departmental coordination between programmes, finance, logistics, communications, and PMER to improve proposal quality, compliance, and delivery readiness;
  • Contribute to Jamaica Red Cross-IFRC learning and good practice on localization, sustainable financing models, and National Society development at subnational and national levels. 

 

Education

REQUIRED

  • University degree in business administration, economics, development studies, international relations, finance, or a related field (master’s degree an asset)

PREFERRED

  • International Mobilization and Preparation for ACTion (IMPACT) training or equivalent

 

Experience

 REQUIRED

  • Minimum 3-5 years of experience in business development, resource mobilization, or partnerships in a humanitarian or development context
  • Proven experience securing or managing institutional, government, or private sector funding
  • Strong understanding of donor compliance, budgeting, and full cost recovery models
  • Experience working with or alongside National Societies, NGOs, foundations, multilateral development banks, or international organizations

PREFERRED

  • Good knowledge and relevant work experience in the regional context.

  • Experience working with government counterparts and private sector partners
  • Good command of another IFRC official language (French, Spanish or Arabic).
