Job Summary 

The Contracts Manager is the professional head for all Proman Trinidad contracts and is a support function for all aspects of procurement of services, Vendor Management, Tenders and Contract Delivery from pre to post award. This includes relationship development, contract evaluation, contract negotiation, contract execution, contract monitoring and contract renewal in addition to vendor performance management. 

 

Key Duties and Responsibilities:

  • Serves as the primary Proman Trinidad contact during contract negotiations and develops and maintains strong relationships with vendors, executing negotiating strategies that minimise potential losses and that benefit Proman Trinidad’s financial performance. Negotiates price and supply terms particularly for selected or significant purchase transactions.
  • Serves as a subject matter expert in contracting and develops standards for legally binding agreements, contracts, policies, procedures, templates, tools and systems.
  • Manages vendor pre-qualification (contracts) and serves as Chairman of the Vendor Pre-qualification and Tenders Committee.
  • Pursues contract options actively, to improve business outputs ensuring that contracts are in line with corporate goals and objectives and that business goals are accomplished by contract implementation.
  • Supports the research to establish the right contractual framework prior to writing contract and engages relevant stakeholders in negotiation decisions involving legal or regulatory requirements, contract standards and cost targets.
  • Manages departmental budgets ensuring that expenditure does not exceed budget.
  • Assures accuracy and appropriateness of contract text and attachments that deliver contracts that are legal, ethical, achievable and competitive. Ensures all contracts are signed and delivered to the relevant parties.
  • Ensures all contract documentation is up to date and compliant with the company’s policies and procedures
  • Maintains good governance over all contract matters and conducts analysis of new laws, regulations and contract trends to determine potential impact on the business and to maintain best practice.
  • Owns the contracting process and supports various functionalities such as strategic sourcing, vendor file management, and assist staff in drafting of invitation to tender, scope of work, terms of reference, evaluation criteria and sole/single source justifications.
  • Solves any contract-related problems that may arise with other parties and internally within the company itself.
  • Monitors contract performance and compliance, ensuring that all parties fulfil their obligations and contractual requirements.
  • Maintains accurate and up-to-date contract records and documentation, including contract changes, renewals, and amendments.
  • Informs internal and external stakeholders of the status of contracts.
  • Audits existing contracts and manages all contract modifications and reviews contractual performance of both parties to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal. Actively evaluates vendor contract performance using the established job completion report metrics and standards.
  • Develops and implements the contracting strategy for the Trinidad business to ensure best value is derived for the entire range and scope of the Trinidad operation.
  • Provides subject matter expertise, advice, recommendations, training and guidance to staff and management on contractual related issues, policies, procedures, issues, and systems.
  • Coordinates and supervises a team of technical specialists in the field of Contract Management.

 

Qualifications and Experience

  • Undergraduate degree in Business Management or Supply Chain Management.
  • Post-graduate qualifications in Supply Chain Management, Business Management, Corporate Law or other job-related field would be an asset.
  • Certified Professional Contracts Manager (CPCM)/CIPS Level 6 Graduate Diploma in Purchasing and Supply or equivalent.
  • Minimum of seven (7) years progressive responsibility at a senior level with quantifiable results in Procurement, Vendor Management and Tenders and Contracts administration and/or management.
