Consultant - SOW Development

Job Title: Consultant – Maintenance Scope of Work (SOW) Development
Duration: One (1) Year

Role Overview

We are seeking a qualified and experienced Consultant to support the development, standardization, and optimization of Maintenance Scope of Work (SOW) documents over a one-year period. The Consultant will deliver services in a professional and competent manner, aligned with the COMPANY’s internal guidelines, procedures, and quality standards.


Key Responsibilities

1. Document Development

  • Draft and finalize SOWs for various maintenance service categories (see Appendix 1).
  • Develop comprehensive SOWs covering general maintenance, specialist services, shutdowns, reliability improvements, emergency response, and ad-hoc operational support.
  • Ensure all SOWs clearly define deliverables, KPIs, risk assessments, safety protocols, QA/QC expectations, and relevant regulatory standards.

2. Stakeholder Engagement

  • Collaborate with key departments including Operations (Maintenance and Planning), Supply Chain Management, Health, Safety & Sustainability (HSS), and Engineering.
  • Facilitate working sessions with internal SMEs such as Technicians, Inspectors, Planners, Engineers, Superintendents, and Managers to gather technical and operational requirements.

3. Standards and Templates

  • Develop and maintain standardized SOW templates.
  • Recommend and implement process improvements to enhance documentation efficiency and governance.

4. Compliance and Risk Management

  • Ensure all documentation complies with CLIENT’s internal controls, international standards (e.g., ISO, API, ASME), and local regulations.
  • Identify and address potential contractual and operational risks with appropriate mitigation strategies.

5. Training and Handover

  • Conduct training sessions for internal stakeholders on the use and maintenance of developed templates.
  • Deliver a comprehensive close-out report summarizing completed work, tools/templates developed, and recommendations for continuous improvement.

Additional Duties

  • Collaborate with Operations to develop and revise SOWs.
  • Establish and manage a centralized library of approved documents.
  • Coordinate review meetings and facilitate document approvals.
  • Provide technical input to support pre-qualification, tendering, and contractor evaluation processes.
  • Ensure SOWs are structured to promote contractor performance while safeguarding CLIENT’s interests.

Qualifications and Experience

Minimum Academic Requirements

  • UTT, NETD, or NEC Technician’s Diploma in Engineering, or a BSc in Project Management.

Professional Experience

  • At least 15 years of relevant experience in contract development, maintenance and turnaround planning/execution, or operational support in the oil & gas, petrochemical, or heavy industrial sectors.
  • Familiarity with API 653 (Aboveground Storage Tank Inspector), API 570 (Piping Inspector), and API 510 (Pressure Vessel Inspector).
  • Knowledge of international standards such as ISO 9001, API, OSHA, etc.
  • Experience working with Technicians, Inspectors, and Planners in job planning and execution.

Skills and Competencies

  • Expertise in maintenance execution and turnaround planning.
  • Proficiency in developing and interpreting MSAs and SOWs.
  • Understanding of contractor claim resolution and negotiation practices.
  • Strong technical writing and document standardization skills.
  • In-depth knowledge of maintenance, reliability, and operational practices in industrial facilities.
  • Ability to interpret engineering drawings, specifications, and regulatory codes.
  • Strong project management and coordination capabilities.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project).
  • Excellent interpersonal skills with the ability to work both independently and collaboratively.
  • High attention to detail and strong organizational skills.
