Background:

Protecting children from violence, abuse, exploitation, and neglect is central to UNICEF’s mandate and Child Protection programming in the Eastern Caribbean. In partnership with governments and regional stakeholders, UNICEF supports the strengthening of child protection and justice systems to ensure that children who come into contact with law enforcement and justice institutions as victims, witnesses, or alleged offenders are treated in accordance with their rights, dignity, and best interests, consistent with the Convention on the Rights of the Child. 

Child-friendly policing and effective witness care management are essential to a protective and accountable justice system. The quality of interaction between practitioners and children directly affects protection outcomes, the prevention of re-traumatization, the integrity of evidence, and public confidence in institutions. Rights-based, trauma-informed, and developmentally appropriate approaches are therefore critical. 

To strengthen practitioners in law enforcement and justice sectors’ competencies, UNICEF is supporting a structured face-to-face training programme on Child-Friendly Policing and Witness Care Management, comprising eight modules delivered over 2.5 days. The programme promotes child-sensitive procedures, appropriate diversion measures, coordinated case management, and practices that reduce harm. 

To enhance sustainability, expand regional reach, and provide flexible access, UNICEF seeks to adapt this programme into an interactive, self-paced online course for practitioners across the Eastern Caribbean. 

In line with UNICEF’s commitment to inclusive programming, the course must be accessible to persons with diverse abilities, consistent with the Convention on the Rights of Persons with Disabilities. The initiative contributes primarily to SDG 16 (Peace, Justice and Strong Institutions), and further advances SDGs 4 (Quality Education), 5 (Gender Equality), 10 (Reduced Inequalities), and 17 (Partnerships for the Goals). 

Description of the Assignment: 

The Contractor shall be responsible for the comprehensive redesign, production, and preparation of the eight (8) existing modules into high-quality, self-paced e-learning courses as follows: 

1. Analysis and Instructional Design

  • Review and assess all eight (8) existing modules.
  • Redesign the modules for self-paced learning, ensuring logical sequencing, clear learning objectives, structured progression, and integrated learning checkpoints.
  • Develop a detailed course blueprint outlining multimedia placement, animation concepts, narration scripts, and interaction flow. 

2. Multimedia Production and Interactivity

  • Produce high-quality animations, visual storytelling elements, and professional audio narration.
  • Develop engaging interactive exercises, simulations (where appropriate), and knowledge checks aligned with learning objectives.
  • Ensure all multimedia elements enhance learner engagement and comprehension. 

3. Accessibility, Inclusivity, and Quality Standards

  • Integrate accessibility features, including captioning and/or transcripts, clear narration, alternative text for visuals, logical navigation, readable formatting, and screen-reader compatibility where feasible.
  • Ensure adjustable pacing for interactive elements to support diverse learner needs.
  • Apply gender-responsive, culturally appropriate, and non-stereotypical representation throughout the content and visuals. 

4. Technical Preparation and Delivery Requirements

4.1 Course Format and Standards

  • Course must be developed for delivery within the Client’s Learning Management System (LMS).
  • Content must be SCORM 1.2 or SCORM 2004 compliant.
  • Final delivery must include a SCORM .zip package ready for upload.
  • Content should be structured in clear modules to allow future updates if needed. 

4.2 Compatibility

  • Course must function properly within a standard LMS environment.
  • Design must be responsive for desktop, tablet, and mobile devices.
  • Compatible with current versions of major browsers such as Chrome, Edge, Safari, and Firefox. 

4.3 Tracking and Completion

  • Course must track learner progress, completion status, assessment scores, and time spent through SCORM reporting.
  • Include a final assessment with a defined pass mark.
  • Completion rules must allow learners to be marked complete only after meeting required criteria. 

4.4 Accessibility

  • Course should align with recognized accessibility standards such as WCAG 2.1 Level AA where reasonably achievable.
  • Include captions or transcripts for audio and video content.
  • Ensure basic screen reader and keyboard navigation support. 

4.5 Documentation and Handover

  • Provide clear instructions for uploading and configuring the course within the LMS.
  • Provide editable source files for future updates.
  • Outline a short post-delivery support period for technical adjustments if required. 

5. Quality Assurance and Compliance

  • Conduct thorough testing of course functionality, navigation, and interactivity across relevant browsers and advise which browser is preferable for best functionality
  • Pre-test the course functionality with some of the intended users and make adjustments based on feedback
  • Incorporate feedback from UNICEF and relevant stakeholders to ensure full compliance with required standards and expectations. 

Expected Background and Experience:

Organizational Requirements

  • Minimum 5 years’ experience in digital learning development and instructional design
  • Proven experience converting instructor-led programmes to online formats
  • Demonstrated capability in multimedia production (animation, audio, interactivity)
  • Experience in inclusive and accessible digital learning development
  • Experience working with international organizations is an asset

Duration: 

The length of the consultancy is for three (3) months for the period 2 April - 09 June 2026. 

Deliverables: 

The contractor shall produce the following deliverables: 

  • Course review & design – Assess existing training content, confirm structure, learning objectives, assessments, SCORM version, tracking, and accessibility standards.
  • Instructional design & development – Convert content into an interactive self-paced eLearning course with sample module for approval.
  • SCORM delivery & support – Provide tested SCORM package, LMS upload guide, editable source files, and post-delivery support outline. 

Recourse:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback. 

 Property Rights: 

UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matters directly related to, or derived from, the work carried out through this contract with UNICEF. The bidder must submit all documentation and source code where necessary to UNICEF upon successful launch.

Evaluation Criteria:

The technical evaluation will be considered in accordance with the following information:

Technical Proposal: 70 points

1) Overall Response (10 points):

a) Understanding of, and responsiveness to UNICEF requirements;

b) Understanding of scope, objectives and completeness of response; 

2) Company and key personnel (30 points):

a) Team leader: Relevant experience, qualifications

b) Professional expertise, knowledge and experience with similar projects, 

3) Proposed Approach (30 points):

a Quality of proposed implementation plan, i.e. how the bidder will undertake each task, and time schedules;

c) Risk assessment - recognition of the risks/peripheral problems and methods to prevent and manage risks/peripheral problems. 

Note: The Financial Proposals will be opened only to the companies considered technically approved (range between 49 to 70 points). 

Financial Proposal (30 points)

The Financial Proposal will be opened and tabulated within the Technical Proposal and the final range will be provided.
