Lead Communications Specialist

​The Communications Specialist will support communications efforts in building awareness in the various target countries on issues related to climate change and climate variability, with direct focus on the project entitled “Strengthening SVG’s National Capacity to Accelerate Climate Action by addressing its Institutional, Technical, and Climate Financing needs through the implementation of the Readiness Needs Assessment Report and Action Plan Vincent and the Grenadines  (VCT – RS – 006)”.  The overall objective of this Readiness Support is to strengthen Saint Vincent and the Grenadines’ National Capacity and Climate Action by addressing the GCF Readiness needs and implementing the Readiness Needs Assessment Report and Action Plan (RNAR & AP) to build the country’s low emission development and climate resilience. It is expected that grant support will enable SVG to strengthen its national capacity to effectively respond and address to the impacts of climate change in a strategic, consultative, participatory and comprehensive manner with national stakeholders to ensure country buy-in and country ownership. 

​OBJECTIVES General: ​The general objective of this position is to support the Communications and Public Education Unit (CPEU) within the Caribbean Community Climate Change Centre (CCCCC) in the planning, collecting, crafting and disseminating of information with a view to support the climate compatible development of the CARICOM member states and to combat the negative impacts of climate change. Furthermore, it is understood that many of the CCCCC’s strategies are financed via grant funding, as such the position will ensure that communications and awareness under the portfolio of projects are well integrated and complimentary to the wider mission of the CCCCC as it seeks to enhance climate resilient development in the region. Specific: 1. To enhance the awareness of climate change, climate variability, adaptation and mitigation responses in the region and their relevance to Caribbean economies. 2. To build awareness across all levels of society on issues related to climate change, with special emphasis on children and youth. 3. To strengthen and sustain the regional capacities for public awareness and education pertaining to climate change. 4. To promote awareness across the region on positive results of projects previously implemented to ensure replication. 5. To capture and exchange experiences and best practices among countries and regions. 6.To promote embedding climate variability and climate change related considerations across the Caribbean, through the development of a regional approach to, inter alia, risk management and the creation of a risk ethic in decision making. 7. ​To support the work of the CCCCC intra and extra-regionally. 

​ ​DUTIES AND RESPONSIBILITES: Under the supervision of the Lead Communications Specialist, the Communications Specialist’s scope of works include: 

​ Strategic Direction and Knowledge Management 

  • ​Execute the Communications and Visibility Plan for the assigned projects in her portfolio.  

  • ​Identify and implement various communication strategies, techniques, and tools for project initiatives.   

  • ​Assist the CCCCC with the implementation of its Communication Strategy, “Towards Climate Change awareness and knowledge management in the Caribbean, 2020-2025”. 

  • ​Ensure quality assurance in communications outputs. 

  • ​Support other communication requirements of the CCCCCC’s technical work including the preparation of materials for workshops and training exercises, etc. 

  • ​Support the development of project/program data and information management and sharing systems, communication strategies and information dissemination mechanisms. 

  • ​Write, develop, design, produce and disseminate diverse publications and news releases through a variety of media, including print, broadcast, and social media. 

  • ​Promote optimum visibility of project activities through effective media relations, placement and distribution of information material and creative partnerships with local, regional, and international programs and organizations. 

  • ​Ensure that systems are instituted for the capture and distribution of lessons learnt, best practices and successes of the projects under her portfolio.  

  • ​Collaborate closely with partners and facilitate knowledge building and knowledge sharing. 

​Coordination Activities 

  • ​Liaise with PDMD to ensure adequate synergies in areas such as visibility, communication, and knowledge management as necessary. 

  • ​Support dialogue between the CCCCC and national and regional partners, relevant consultants, etc. to elaborate comprehensive communications strategies and actions the projects in her portfolio, ensuring they are gender sensitive. 

  • ​Support linkages with donors, specialized national, regional, and international organizations involved in climate change management training, capacity building, communication, and information dissemination. 

  • ​Maintain a working relationship with local/community, national and regional agencies to ensure effective networking on the various aspects of the implementation of the projects under his/her portfolio. 

​Reporting, Monitoring & Evaluation 

  • ​Assist and support the Lead Communications Specialist’s efforts in regularly monitoring and reviewing the communication components of various projects and program management activities. 

  • ​Provide progress reports and annual work plans as required under the various projects/programs being implemented by the CCCCC. 

  • ​Ensure that relevant assessments, i.e. national needs assessment surveys, etc., are efficiently and effectively undertaken and that results are integrated into any awareness and capacity building strategy or plan. 

​The Communications Specialist may also be required to undertake any such duties as may be assigned from time to time in support of the implementation of the CCCCC’s work. 

​EXPECTED DELIVERABLES; ​Key expected deliverables shall include, but not be limited to: ​General: 

  • ​Support the Lead Communication Specialist within the Communications & Public Education Unit in ensuring the smooth and effective operation of the unit. 

  • ​Submit annual and quarterly work plans and progress reports.  

​VCT-RS-006 Project Specific: 

  • ​Develop audio-visual products for countrywide public awareness and dissemination to stakeholders under Activity 5.1.1.5.   

  • ​Develop knowledge and awareness-raising infographics. The infographics include brochures, posters and banners, to educate and bring awareness to stakeholders on the impacts of climate change on the various economic sectors and utilizing the GCF to build climate resilience among the socio-economic sectors. 

  • ​Report on the completion of Knowledge and Public Awareness developed.  

  • ​Development of audio-visual products for country-wide public awareness focusing on women and youths and dissemination to stakeholders under Activity 5.1.1.6. 

  • ​Develop knowledge and awareness products to educate and bring awareness to stakeholders, in particular women and youth. These knowledge and awareness products will have short, informative messages and text printed on them which highlight impacts of climate change on SVG, the various economic sectors and utilizing the GCF to build climate resilience among the socio-economic sectors.  

​SUPERVISION AND REPORTING :​The Communications Specialist will work within the Communications and Public Education Unit (CPEU). They will report directly to the Lead Communications Specialist. They will also be required to also update the Lead Communications Specialist on matters specific to the project assigned.  

​LOCATION AND DURATION OF CONSULTING SERVICES:The Communications Specialist will be contracted full-time at the CCCCC’s office in Belmopan, Belize.  ​In the first instance, it is expected that the Communications Specialist will be contracted for a duration of two years and is expected to take up the position immediately. REQUIRED QUALIFICATION, EXPERIENCE, AND COMPETENCIES. Eligible candidates should have the following minimum qualifications, experience, and competencies:  Qualifications and Experience:  a. Minimum a Master’s Degree in Communication, Journalism, Mass Communications, Public relations, or related field with three (3) years proven experience at the national and regional levels in the Caribbean; or b. Minimum a Bachelor’s Degree in Communication, Journalism, Mass Communications, Public relations or related field, preferably with a specialization in Development Communication, with at least 5 years proven experience at the national or regional levels in the Caribbean. 

​Specific Expertise: 

  • ​Minimum 5 years of proven experience in communications at the national and regional levels in the Caribbean and in the field of climate change education and awareness. 

  • ​Demonstrated experience in the development of communication strategies to raise awareness of issues would be an asset. 

  • ​Demonstrated understanding of the impacts of climate variability and change on Caribbean countries and the beneficial aspects of building resilience to the impacts of anticipated changes. 

  • ​Working experience with regional or donor organizations would be a distinct advantage.  

​ Competencies: 

  • ​Design: Possess sound and clear competence in the design and development of appropriate information modules and dissemination modes. 

  • ​Communication: Exceptional interpersonal, written, and oral communication and networking skills with the ability to work effectively with a wide range of stakeholders at all levels to achieve results. Ability to work in a multi-cultural, regional organization.  

  • ​Writing. Able to compose engaging and accurate digital and traditional content. Proven ability to write, review, and edit copywrite suitable for national and international audiences.  

  • ​Time Management: Attention to detail, exceptional planning and organization skills, adaptable and resilient in demanding situations, prioritize and manage your own time effectively, and meeting deadlines.  

  • ​Flexibility: Able to multi-task and work on concurrent projects, beyond the normal working hours, and under pressure.  

  • ​Deadlines: Exceptional skills in setting goals and meeting deadlines.   

  • ​Language Fluency:  Demonstrate proficiency in English. Proficiency in Spanish, French, or another second language will be considered an asset.  

  • ​Initiative: Self-directed, but able to work effectively with a team. Must be resourceful and take initiative even when given minimal direction.   

  • ​Confidentiality: Able to diplomatically handle sensitive situations and maintain confidentiality.  

  • ​Results-driven: Able to produce results within the timelines assigned.  

  • ​Technologically Savvy: Proficient in computer skills and communications tools such as knowledge of graphic design software. This includes hands-on experience with graphic design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign), Canva, and other digital media tools for producing high-quality graphics, presentations, and multimedia content. Adept at adapting to new technologies quickly and integrating them into daily workflows to enhance productivity, streamline processes, and support organizational goals.​
