Caribbean Community Climate Change Centre’s (CCCCC) Headquarters, City of Belmopan, Cayo, Belize  

 

  1. Duration of Appointment: 

To commence immediately, for a duration of two (2) years in the first instance with a probationary period of three (3) months, with the possibility for renewal depending on performance and availability of funding.

OBJECTIVE :The main objective of this position is to provide support to the Communications and Public Education Unit (CPEU) within the Caribbean Community Climate Change Centre (CCCCC) in the development and implementation of knowledge-building and awareness initiatives aligned with the CCCCC’s Communication Strategy, the CPEU’s Annual Work Plan, and the objectives of the GCF Regional Readiness Project. More specifically, under the direct supervision of the Lead Communications Specialist, the Communications Officer will support the CCCCC by providing effective and efficient communications support in all relevant aspects of the CCCCC’s communication activities. The Communications Officer will assist in increasing the visibility and understanding of the CCCCC’s vision and purpose across all its target audiences and stakeholder groups.   The Communications Officer shall also liaise with the various Departments/Unit Heads and employees at the CCCCC, including the Technical Services Department, Corporate Services Department, Project Development and Management Department, Procurement Unit, and the Human Resources Unit.
DUTIES AND RESPONSIBILITIES:The Communications Officer will perform, in a dynamic and proactive manner, the following tasks under the guidance/directive of the Lead Communications Specialist:
Strategy Implementation and Planning: a)Assist the Lead Communications Specialist in the implementation of the CCCCC’s Communication Strategy and the execution of the Communication and Public Education Unit’s Annual Work plan.  b)Contribute to the development and rollout of strategic communication campaigns to promote awareness of climate change issues, project outcomes and institutional goals. c)Support planning and implementation of internal and external communications initiatives. d)Uphold and enforce the organization’s branding standards and communication protocols to ensure cohesive and professional representation across all media and platforms.
Content Development and Storytelling: a)Research, draft, and edit a variety of content types including press releases, articles, blog posts, speeches, op-eds, newsletters, and social media copy. b)Develop compelling stories and human-interest features showcasing the impact of CCCCC’s projects and initiatives. c)Support translation of technical or scientific information into accessible content for diverse audiences. d)Develop talking points, FAQs, and briefs for key institutional events or leadership engagements. 

Multimedia Production and Digital Content: a)Assist in the creation and editing of promotional materials including brochures, flyers, infographics, videos, and other audiovisual materials. b)Assist with taking photographs and video footage at events; edit and archive multimedia content for future use. c)Contribute to the planning and production of multimedia campaigns across all digital channels. d)Maintain digital asset libraries and ensure metadata tagging, captioning, and proper storage. 

Website and Social Media Management: a)Update and maintain website content to ensure accuracy, accessibility, and alignment with the Centre’s priorities. b)Assist in maintaining active and engaging social media platforms through strategic content scheduling, performance monitoring, and responsive community interaction. c)Track engagement analytics and generate monthly performance reports to inform strategy. d)Monitor media and digital trends to enhance content relevance and reach. 

Media Relations and External Engagement: a)Support the cultivation and maintenance of strong relationships with journalists and media houses. b)Maintain and update a media database, ensuring timely and effective media outreach and press distribution. c)Monitor and report on media coverage and public sentiment related to CCCCC and climate change topics. d)Draft and disseminate press kits, media advisories, and press releases. 

Event Support and Public Engagement:a)Provide communications and logistics support for conferences, project launches, public forums, and workshops. b)Provide support during event coverage (photos, videos, live social media updates, post-event highlights). c)Develop and support branding and communications materials for event promotion and visibility. d)Support stakeholder engagement activities through communication tools and feedback mechanisms. 

Institutional Communications and Reporting: a)Assist in the preparation, formatting, and editing of reports, presentations, and knowledge products for internal and external use. b)Collaborate with other departments (e.g., Programme Development and Management, Finance, and Administration) to communicate key milestones and project outputs. c)Support procurement and administrative processes related to communication services and consultants. 

Monitoring, Evaluation and Learning (MEL): a)Monitor communication KPIs and track performance of campaigns and initiatives. b)Collect and analyze data on communication outputs and impact (including gender and social inclusion metrics). c)Maintain a database of communications materials and activities, ensuring alignment with M&E frameworks. d)Perform any other related duties as assigned by the Lead Communications Specialist or CCCCC Management. 

REQUIRED QUALIFICATION, EXPERTISE AND COMPETENCIES: Eligible candidates should have the following minimum qualifications, experience, and competencies:  

 QUALIFICATIONS: Bachelor’s degree in mass communications, marketing, media studies, journalism, public relations, or a related field. 

 EXPERIENCES: Minimum of 3 years prior experience in a communications or marketing role. 

  • Demonstrable track record in the use of social media platforms, including but not limited to LinkedIn, X, Facebook, and Instagram. 

  • Proficient in design and publishing software such as Adobe Photoshop, InDesign, Illustrator, Canva. 

  • Experience in creating social media content and videos would be an asset. 

  • Experience in working with international donors (GCF, Global Affairs Canada, European Union (EU), InterAmerican Development Bank (IDB), World Bank etc.) would be considered an asset. 

  • Experience in supporting complex internal and external donor-funded projects 

 The Communications Officer is also expected to possess the following competencies: 

Communication: Exceptional interpersonal, written, and oral communication and networking skills with the ability to work effectively with a wide range of stakeholders at all levels to achieve results. Ability to work in a multi-cultural, regional organization 

  • Writing. Able to compose engaging and accurate digital and traditional content. Proven ability to write, review, and edit copywrite suitable for national and international audiences. 

  • Time Management: Attention to detail, exceptional planning and organization skills, able to work under pressure, prioritize and manage your own time effectively, and meeting deadlines. 

  • Flexibility: Able to multi-task and work on concurrent projects, beyond the normal working hours, and under pressure. 

  • Deadlines: Exceptional skills in setting goals and meeting deadlines.  

  • Language Fluency:  Demonstrate proficiency in English. Proficiency in Spanish will be considered an asset. 

  • Initiative: Self-directed, but able to work effectively with a team. Must be resourceful and take initiative even when given minimal direction.  

  • Confidentiality: Able to diplomatically handle sensitive situations and maintain confidentiality. 

  • Results-driven: Able to produce results within the timelines assigned. 

  • Technologically Savvy: Proficient in the use of computers and applications (e.g., Microsoft Suite) 

  • Strong knowledge of communications, public relations and marketing best practices.
