Civil / Facilities Specialist

Duties and Responsibilities:

  • Supervise, inspect, and verify the completion of site services, deliverables, and activities by various vendors/sub-contractors related to facilities maintenance functions at the plant facility. This includes cleaning and janitorial services, hygiene, solid waste management, pest management, sewage treatment and disposal, potable water, and other mechanical, electrical, and plumbing services.
  • Provide technical support and guidance relating to routine facility upkeep/maintenance and ad-hoc civil works at the La Brea Plant site.
  • Assist with the development of Scope of Works (SOW) documents for in-house facilities and civil projects, and oversee the initiation, execution, and close-out of related works.
  • Ensure site activities comply with all aspects of established statutory guidelines and the Company’s Health, Safety, Security, Environment, and Quality (HSSEQ) policies, regulations, and permit-to-work procedures for the site.
  • Support the supervision and coordination of site activities of facilities technicians and support personnel.
  • Consult with company HSSEQ representatives to ensure compliance of general facilities upkeep/maintenance and project activities, and ensure related work records/documentation align with the Company’s strategic goals and Health, Safety, and Environmental (HSE) standards.
  • Execute and verify field Quality Assurance and Quality Control (QA/QC) by ensuring quality issues/problems with site services are identified, recorded, reported, and promptly rectified.
  • Coordinate the preparation, tracking, and close-out of site queries, punch lists, and outstanding items for the work.
  • Conduct site inspections, review, and endorsement of site service records. Identify and report on any non-conformances (product/services/workmanship, etc.) together with the implementation of corrective action in response to identified non-conformances through appropriate (HSSE, QA/QC, etc.) audits.
  • Prepare and support Work Permits records for daily site activities, including assigned roles and duties under the same.
  • Perform other assigned duties in relation to the designated role.

Specific Skills/Experience and/or Knowledge:

  • Maintains a high level of confidentiality for sensitive company and project information, possesses good communication skills, and is tactful and effective in collating and reporting information.
  • Possesses a key balance of leadership, accountability, and teamwork skills.
  • Actively promotes and personally observes safety and security procedures and uses assigned equipment and material in an efficient and compliant manner.
  • Ability to synthesize complex and diverse information and work effectively, safely, and prioritize in a fast-paced work environment.
  • Has an awareness and working knowledge of recognized testing, civil, structural, and building codes such as ASTM, ACI, IBC, ASHRAE, etc., as applicable to the outlined role.
  • Possesses working knowledge of reinforced concrete, structural steel, buildings, and commissioning-related works.
  • Good computer skills with experience in Microsoft Office and AUTOCAD.
  • Training and Certification in Construction Technology, Civil or Industrial Engineering, etc., from a recognized institution.
  • A minimum of five (5) years’ recent experience in a similar role or holding similar responsibilities.
  • Technical training and certification in Quality based on ISO 9001 or equivalent, e.g., CQE, CRE, would be an asset.
  • An acceptable combination of academic qualifications and work experience may be considered in lieu of the minimum requirements.
