POSITION SUMMARY-OVERVIEW The Chief Technology Officer is responsible for directing and for overseeing all technology services, systems, and product analysis and software activities of the NHIB. Responsible for the overall planning, organizing and execution of all IT functions within the NHIB. This includes directing all IT operations to meet client requirements, as well as the support and maintenance of existing applications, development of new technical solutions, codesigning operational processes, development of the BI unit and overall input in the NHIB’s strategy. SCOPE: This position reports directly to the Chief Executive Officer and is responsible for reporting on all NHIB IT operations. Responsibilities: Strategic Thinking on Information Technology and Management: - Vision and Leadership: Develop and communicate a clear IT vision aligned with the organization’s goals. Act as a thought leader in technology innovation and implementation.
- Technology Governance: Establish robust governance frameworks to ensure IT initiatives are aligned with organizational priorities, compliance requirements, and risk management practices.
- Stakeholder Engagement: Collaborate with internal and external stakeholders to identify technology needs, opportunities, and solutions that enhance service delivery and operational efficiency.
- Innovation: Foster a culture of innovation by identifying and implementing cutting-edge technologies and practices that drive continuous improvement.
Long-term IT Strategy Development: - Comprehensive Planning: Develop a long-term IT strategy that encompasses not only applications and hardware but also data utilization, artificial intelligence (AI) integration, and strategic decisions on outsourcing.
- Data Strategy: Formulate strategies for effective data management, ensuring data integrity, security, and accessibility while leveraging data analytics to inform decision-making.
- AI and Emerging Technologies: Integrate AI and other emerging technologies to enhance operational efficiency, improve service delivery, and drive organizational growth.
- Outsourcing Management: Evaluate and decide on outsourcing opportunities, balancing cost-efficiency with quality and control considerations.
- Sustainability: Ensure the IT strategy supports sustainable practices and contributes to the organization's long-term sustainability goals.
Running a Business Intelligence (BI) Unit: - BI Leadership: Lead the Business Intelligence unit, ensuring the team delivers actionable insights that drive strategic decisions and operational improvements.
- Data Integration: Oversee the integration of data from various sources to create comprehensive, accurate, and timely reports and dashboards.
- Advanced Analytics: Utilize advanced analytics, including predictive modeling and machine learning, to provide deeper insights and foresight into business trends and opportunities.
- Performance Monitoring: Develop and monitor key performance indicators (KPIs) to measure the effectiveness of BI initiatives and their impact on organizational performance.
- Collaboration: Work closely with other departments to understand their data needs and provide solutions that support their objectives.
Nature and Span of Control The Position Reports Directly to : Chief Executive Officer The Position reports indirectly to: Board of Directors Positions reporting directly to: I.T Manager LIAISON The Incumbent Liaises Internally: All NHIB Departments & Staff The Incumbent Liaises Externally: Overseas & Local Providers Suppliers, local and overseas Health services providers, vendors, hospitals and TCIG SPECIFIC TASKS OR DUTIES - Analyze complex business needs and recommend technical solutions.
- Ensure the consistency and maintainability of existing applications by creating, maintaining and enforcing standards/solutions for implementing technical solutions.
- Directs and prioritizes the workload of subordinate and/or external consulting personnel.
- Approve all business requirements prior to implementation of technical solutions.
- Participates on all hardware/software evaluations and maintains vendor contracts.
- Overseas IT focused projects.
- Serves as liaison between users, operations and programmers in the areas of system design, modification or troubleshooting.
- Provide leadership and guidance within own department and outside thereof
- May perform other duties as assigned by the immediate supervisor or any other person authorized to give instructions or assignments.
- Performing other related duties as assigned to ensure the efficient and effective functioning of NHIB.
REQUIRED EDUCATION/EXPERIENCE - Master’s degree in information technology or related field
- Management qualifications and experience preferred
- At least Eight (8) years on the job experience to acquire the necessary competencies to effectively respond to the challenges of the job.
REQUIRED EXPERTISE/SKILLS - Experienced technology leader with appropriate industry experience, strong supervisory and mentoring skills, high ethical standards, exceptional analytical and problem solving, well-organized and self-directed, excellent written/verbal communication, speak, read and write in English language, proficient in Microsoft Word, Excel and Accounting software packages, excellent time management.
