CHIEF FLIGHT OPERATIONS INSPECTOR - VACANCY NOTICE

The Barbados Civil Aviation Authority (BCAA) is seeking a highly skilled and motivated professional to join our Flight Safety Division as a Chief Flight Operations Inspector.

ABOUT THE ROLE

The Chief Flight Operations Inspector oversees regulatory and safety compliance for Barbados’ flight and ground operations. This includes audits, inspections, and ongoing monitoring to ensure adherence to national and international standards. The role also involves working closely with operators and service providers to maintain safe airspace operations.

KEY DUTIES AND RESPONSIBILITIES

  • Provide professional, effective, and efficient management for the Flight Operations Department.
  • Plan, direct, and conduct regulatory audits, surveillance, unscheduled inspections, and general monitoring of all air operators, aerial work operators, and approved training organizations, to ensure that all operations are carried out in accordance with established standards, procedures and guidelines.
  • Plan, implement, and monitor a Barbados Air Operator and Barbados Aviation Training Organization surveillance programme, to include routine audits, scheduled base and line station inspections, monitoring of flight crew, flight dispatch, ground school and flight training procedures, as well as aircraft and ground handling operations.
  • Evaluate air operators for the adequacy of facilities, equipment, documentation, human resources, and procedures, with special emphasis on Flight Dispatch and aircraft loading procedures.
  • Conduct proficiency/instrument flight rules (IFR) checks on pilots undertaking initial aeroplane type conversion or upgrading, and on pilots of operators not having an approved designated check pilot.
  • Ensure that operator flight crew ground school, simulator and aeroplane type training programs are monitored to ensure that the standards by which they were approved are being maintained.
  • Ensure that all operators have Dangerous Goods training programs, and that all initial and recurrent training standards for flight crew, cabin crew, and ground staff, are maintained.
  • Institute and monitor a surveillance program for all operators to ensure that Flight and Duty Time Limitations for both flight crew and cabin crew are strictly observed.
  • Direct, conduct or assist with investigations into operations-related accidents and serious incidents.

QUALIFICATIONS AND EXPERIENCE

  • Holder of a current Airline Transport Pilot licence with not less than 5,000 hours as pilot-in-command of air transport aircraft type, civil or military.
  • At least three (3) years' experience with a civil aviation authority exercising the functions of a Flight Operations Inspector.
  • Tertiary qualifications in Management from a recognized institution (A Bachelor’s Degree would be an asset).
  • Experience in technical training, including visual aids, training devices and aircraft flight simulators.

KNOWLEDGE AND SKILLS    

  • Thorough knowledge of Aviation Safety departmental policies, Pilot and Flight Dispatcher Licensing procedures
  • Sound knowledge of Air Operator and Approved Training Organization certification requirements, as well as Designated Flight Test Examiner procedures
  • Working knowledge of the Barbados Civil Aviation Act and Regulations
  • Well-developed communication (written and oral), interpersonal and representational skills
  • Computer literate and competent working with the MS Office Suite
  • Demonstrated analytical and decision-making skills, including the ability to adopt a systematic approach to problem-solving
  • Ability to exercise sound, professional judgement at all times, even when under pressure
  • Ability to work effectively in a multi-discipline team environment
