To act as a key advisor and strategic partner to the CEO and Board on finance-related matters. Protect and improve the financial integrity of the company.

Participate in development of strategic plans to increase profitability, mitigate financial risks and increase economic value. Drive cultural and operational change in the finance organization.

KEY ACCOUNTABILITIES

Strategic

  • Supports CEO, Board of Directors and Senior Management Team in making strategic finance-related decisions.
  • Leads the development of annual financial and operating budgets and manage the budgeting/forecasting process; develop measurement tools to evaluate performance and make strategic operating and investment decisions.
  • Oversees capital raising by attracting external debt or equity capital.

Fiduciary

  • Steers and oversees development and approval of finance-related guidelines, policies and procedures.
  • Oversees and ensures integrity of quarterly review / performance management process for BUs/Assets and central functions.
  • Oversees all periodic and year-end closings, the year-end audit, and the preparation of consolidated financial statements; manage external accounting firms and audit relations; communicate financial results to key stakeholders.
  • Manages the relationship with Banks, Financial institutions and Rating Agencies.
  • Information Technology: Ensures proper management and direction of all activities for the collection, communication, processing and reporting of information to support and facilitate management of the organization. This includes both centralized and decentralized services as well as voice and data communications.
  • Oversees and ensures effective tax planning and compliance with local tax regulations.
  • Assesses Finance structure and processes with focus toward implementing operational improvements that will facilitate and increase efficiency, quality of finance service, drive profitability and financial solvency of upstream entity.
  • Sanctions funds to various departments in consultation with other business Leaders.
  • Oversees management of treasury, investments and return and risk of investments.
  • Maintains overall credit rating of entity.
  • Oversees delegation of authority measures and approval procedures for capital and budget spend.
  • Formulates financing plan to meet funding requirements based on the investment and OPEX projections and co-ordinate with the Board for approval.
  • Ensures timely technical, systems, internal audits and risk audits and ensure implementation of audit recommendations.
  • Ensures financial review and approval of all assets / JV / partnership / property acquisition / divestment / investment related proposals and business plans. 
  • In conjunction with the Chief Executive Officer, establishes and maintains an effective network of Government contacts. The scope of these relationships will include members of Government, various governmental staff and support organizations, various Executive Branch agencies, and relevant non-legislative agencies with particular emphasis on energy and commerce.

Leadership

  • Exercises authority and approve decisions on major finance and corporate matters as per Delegation of Authority matrix.
  • Effectively leads a team of senior professionals by developing talent and cultivating a high performance culture.
  • Monitors and ensures that KPIs are met, including rolling-up performance measures for the organization.
  • Develops strategic goals, objectives and key performance indicators for Finance and utilizes Performance Management System to measure, manage, and motivate performance.
  • Develops and implements staffing strategy and effectively leads a team of professionals by developing talent and cultivating a high-performance culture.
  • Directs the development of departmental budgets and monitors and controls utilization.
  • Undertakes any other assignments required from time to time, to fulfil the job purpose.
EXPERIENCE & QUALIFICATIONS
Minimum Qualifications
  • Bachelor’s Degree in Accounting, Finance, Economics, Business, or Business Administration.
  • Master’s in Business Administration.
  • ACCA, CPA or other professional certifications strongly recommended.
Experience
  • A minimum of fifteen (15) years’ experience in Finance or General Management field.
  • A minimum of seven (7) years must be in senior leadership roles, preferably in a recent CFO role preferably in the oil and gas industry.
Job Specific Skills
  • Strong leadership skills and the proven ability to drive organizational change.
  • Ability to function across multiple organization structures and styles.
  • Excellent oral and written communication skills
  • Ability to critically analyze financial statements and other financial documents
