FundAccess – Barbados Agency for Micro Enterprise Development Ltd., Bridgetown, Barbados
Background
FundAccess is transforming into Barbados’ national integrator for MSME finance and development. The agency will manage an annual programme of funds and financing to support MSMEs, as approved by the Board and Ministry, and roll out innovative instruments to align with our promise to provide patient capital and technical assistance for small businesses across Barbados.
A key part of this transformation is the effective graduation of small businesses from hustle to investment ready, including a shared MSME Client Vault, aligned onboarding with our partners and technical assistance as part of our Cure-Before-Capital initiatives.
Role & Responsibilities Summary
- Turn strategy into action – managing the annual programme of MSME financing and delivering access, inclusion, and impact targets within Board-approved parameters.
- Lead the day-to-day delivery of the operations, ensuring aligned customer onboarding, risk and compliance processes.
- Oversee the loan portfolio, risk, and capital architecture.
- Launch and scale innovative products.
- Build and lead a high-performing executive team and nurture a culture of service, inclusion, and innovation.
- Ensure strong governance, risk management, and client protection.
Requirements re: Education, Experience & Professional Background
- A Master’s degree in finance, economics, business, public policy, development, or a related field or a strong professional qualification with equivalent senior experience.
- 10–15+ years’ leadership experience in at least one of:
- development finance institutions.
- commercial / retail banking or credit unions (with heavy MSME exposure);
- MSME/private-sector development agencies or similar state-owned enterprises; impact investing or blended finance platforms.
Strategic & Transformation Experience
- Proven track record of leading major organisational change or transformation, not just managing steady-state operations.
- Demonstrated experience translating a strategic plan into implementable roadmaps with clear milestones, KPIs and accountability.
- Experience working with Government, regulators and development partners on programmes, lines of credit and/or guarantees.
Finance, Risk & Product
- Strong understanding of MSME finance and credit risk, including portfolio management, arrears control and provisioning.
- Familiarity with guarantees, concessional lines, blended finance or working capital products is a strong asset.
- Ability to work closely with a CFO and risk team on financial sustainability, capital architecture and risk appetite.
Organisation Design & People Leadership
- Experience designing or re-designing organisational structures, teams and roles to support a new strategy or business model.
- Proven ability to build and lead executive teams (CFO, COO/Operations/Credit, Programmes/Advisory, etc.).
- Track record of driving culture change: performance discipline, service excellence, integrity, inclusion.
- Experience with HR concepts (job design, performance management, succession, capability-building) and working closely with HR to implement them.
Ecosystem Mindset & Values
- A strong ecosystem mindset – comfortable working across institutions (Trust Loans, Export Barbados, EGFL, SBA, accelerators, BSE/IGM, etc.).
- Commitment to inclusive development (women, youth, rural, PWD) and green/climate-smart MSME growth.
- High professional integrity, sound judgement and respect for governance boundaries in a public-interest context.
