Chief Executive Officer

The B.V.I Health Services Authority (a client-centered healthcare organization) invites qualified and professional applicants for the position of Chief Executive Officer.  The Chief Executive Officer (CEO) as the lead administrator, will be responsible for planning and directing all aspects of the organization’s policies, objectives and initiatives and has responsibility for all day-to-day operations of the Authority, with the support of Executives and Staff Managers.  The CEO will be accountable for planning, organizing and directing the strategic development of the Authority, to ensure that quality patient care is provided and maintained at the highest possible level. Inclusively, the CEO will ensure that the financial integrity of the BVI Health Services Authority is maintained. The CEO will also ensure that the Authority complies with all relevant laws, rules and regulations as well as policies and procedures approved by the Authority and/or those required by Joint Commission standards or equivalent body.

The CEO, who reports directly to the Board of Directors of the Authority, is responsible for crafting a cultural environment that enables the Authority to fulfill its mission, by meeting or exceeding its goals. The CEO as the lead administrator, will convey the Authority’s mission, vision and core values to it internal and external shareholders and stakeholders and ensure that Executives and Managers are equipped with tools and resources required, to maintain a high level of Staff Performance, Staff Motivation for improvement in performance, recognizing and rewarding staff and providing guidance and support to Executives and Managers in maintaining effective operational measurement, assessment and improvement tools, for enhancement of the overall Authority’s performance.

 

PRIMARY DUTIES & RESPONSIBILITIES (included but not limited to):

 

  1. Driving implementation of the vision, mission, strategic direction and core values of the Authority by demonstrating a commitment to the region and its long-term health care development.

 

  1. Ensuring that safety and quality of care are primary considerations in all decisions, actions and plans and that continuous improvement is implicit in all activities and planning as demonstrated by a commitment to maintaining and advancing accreditation standards and initiatives.

 

  1. Recommending and updating as needed short to long term plans which support the Authority’s mission, general objectives and strategic plan to facilitate the achievement of outlined measurable outcomes and results.

 

  1. Exercising direct supervision over the Executive Management of the Authority to drive the achievement of strategic priorities through all clinical and non-clinical departments. 

 

  1. Recommending healthcare policy positions regarding legislation, government, administrative policy and other matters of public policy to facilitate effective decision making and effective application to the BVI Health Services Authority.

 

  1. Informing and advising relevant stakeholders regarding current international trends, problems, activities, and opportunities in healthcare to facilitate policymaking that will positively impact the delivery of healthcare within the BVI Health Services Authority.

 

  1. Working in collaboration with Medical Executive, Specialist, Officer and other healthcare service providers, address the local community needs to ensure that quality standard healthcare services are provided, at all times. 
  2. Ensuring the provision of affordable health care services by the acquisition, utilization and organization of requisite resources (human, financial, and physical) and the implementation of improved techniques and best practices in resource utilization for optimal results.
    1. Ensuring compliance with local, regional and/or international regulatory and accreditation agencies governing health care delivery, by continually monitoring operations programs and physical resources, initiating changes where required.

     

    1. Representing the Authority in its relationships with other health agencies, organizations, and groups also in dealings with government agencies and other major clients, at top level meetings involving all relevant stakeholders.

     

    1. Maintaining professional affiliations and enhancing professional growth and development to keep the organization and other relevant stakeholders abreast of modern trends in healthcare administration, as they arrive on-stream.

     

    1. Facilitating the establishment and maintenance of quality standards throughout the Authority to serve as a foundation of best healthcare and organizational practice.

     

    1. Creating, implementing, enhancing, or maintaining revenue streams that enhance the financial stability of the Authority through innovative strategies, key partnerships and other revenue generating strategies.

     

    1. Any other duties as assigned by the Chairman of the Board that aligns with the strategic priorities or operational mandates of the BVI Health Services Authority.

     

    Minimum Requirements:

     

    Educational/Training Requirements/Experience

    v  A Master’s degree in relevant field such as:  Business Administration (MBA), Health Administration (MHA), Medical Degree with Specialization (MD/DM), (MD/MBA), (MHA/MBA) or Public Health (MPH).

     

    v  A minimum of ten (10) to fifteen (15) years executive leadership experience in providing leadership, direction, administration and management in a comparably-sized health system.

     

    v  Proven track record in: Strategic planning and execution, Operational management of medium-to-large health care entities, Regulatory compliance and risk management and, Leading through health care reform and policy change.

     

    Licenses/Certifications

     

    v  None Required.

     

    Knowledge, Skills and Abilities

    v  Deep understanding of hospital and primary care systems, payor systems, population health and value-based care and health IT and digital transformation.

    v  Experience working with large budgets with ability to drive cost efficiency and revenue growth. 

    v  Excellent communication and stakeholder engagement

    v  Talent development and team building

    v  Visionary thinking and transformational leadership

    v  Analytical and disciplined with a sense of urgency

    v  Change management and crisis leadership

    v  Ability to work effectively with employees at all levels, the medical staff, patients and their families and relevant stakeholders.

    v  Experience working with a Board of Directors
