Our client, Tobago Festivals Commission Ltd. is currently seeking a Chief Executive Officer for their Tobago office for three-year contract.

Job Summary

The Chief Executive Officer reports directly to the Board of Directors and is responsible for informing and advising the Board on the development and implementation of the organisation’s strategies and policies; providing overall management direction and strategic leadership to the organization while ensuring effective and proper management of the organisation’s resources; developing and monitoring the corporate plans and reviewing all systems and procedures to ensure compliance with the organization and established government regulations.

Job Responsibilities

Strategic and Visionary Leadership

  • Provides strong, inspirational, high-profile leadership and management that demonstrates an entrepreneurial mindset and agile leadership skills to ensure that the company’s vision, mission, core values and mandates are developed and practiced.
  • Collaborates with the Board of Directors on the strategic direction of the company, ensures that the Company’s strategic plan is developed to establish goals, objectives, priorities, initiatives, and resources requirements.
  • Monitors and analyses the company’s performance against the established performance indicators to assess progress towards goal achievement and initiates appropriate measures to improve performance.
  • Creates a transparent organisational culture that would assist in the realization of the TFCL’s strategic objectives.
  • Motivates and leads a high-performance management team; attracts, recruits, and retains required members of the executive team not currently in place.
  • Fosters a success-oriented and accountable environment within the company.
  • Represents, communicates, and leverages the company’s brand with external stakeholders,
  • inclusive clients, investors and cultural organisations and the general public.

Organisational Performance

  • Introduces, monitors, and ensures the development and implementation of appropriate policies to promote organizational compliance with statutory, regulatory, and legislative requirements.
  • Ensures the institutionalization of the desired corporate culture and champions the implementation of change strategies that promote an organizational culture of professionalism, ethical practices, integrity and transparency.
  • Appraises the adequacy of the organization’s internal controls and management information systems and drives the implementation of strategies to improve their effectiveness.
  • Promotes a culture of corporate citizenship and social responsibility by seeking opportunities for and advocating programmes aimed at improving the communities within Tobago.
  • Ensures that the TFCL’s risk levels are consistent with the company’s risk appetite and advises on strategies to mitigate events that may negatively impact on the company’s objectives.

Board Relations

  • Communicates decisions taken by the Board and Committees, confirms execution of requests and conformance with directives by accountable management.
  • Ensures the development of notes to the Board and Committees and presents same at the requisite meetings to seek guidance and obtain approvals.
  • Communicates regularly with the Chairman of the Board and Board Committees to appraise the Board and relevant THA Secretary on the performance of the company in support of its strategic mandates.

Financial Sustainability and Resource Management

  • Ensures the preparation of the company’s budget and negotiates with external stakeholders (i.e., sponsors) to obtain investment in the company’s events.
  • Ensures and approves the allocation of departmental financial resources and confirms that all resources are prudently managed and optimized in alignment with the strategic direction of the company.
  • Collaborates with department heads to confirm that all financial reports are prepared within the expected timeframe and in accordance with established financial reporting standards.
  • Collaborates with the Management Team to ascertain the financial requirements necessary for the commencement or continuation of projects/ programmes/ initiatives and negotiates with external parties to secure additional resources and/or expertise to complete critical projects.
  • Monitors expenditure levels, institutes mechanisms to ensure that expenditure is maintained within budgeted levels and financial performance is improved.
  • Ensures the company is compliant with procurement legislation and frameworks.

Job Requirements

  • Postgraduate qualification in Business Management, Business Administration and/or Arts and Cultural Management. As well as extensive Industry Related Experience
  • Undergraduate degree in the Humanities or Social Sciences from an accredited institution and professional certification or equivalent combination of qualifications, training and experience.
  • Minimum of ten (10) years’ experience at executive management level, five (5) years of which should be in the public sector.
  • Demonstrated experience in: building and sustaining a range of partnerships with stakeholders and the public; establishing credibility both internally and externally; writing effective documents including Board papers, grant funding proposals, business and strategic plans, and present and discuss the same.
  • A genuine commitment to develop Tobago’s festival sector by broadening and diversifying access by a diversified group of stakeholders.
  • Capacity to respond to the changing cultural and funding landscape.
