Salary Range: CI$81,252 - CI$109,296

We have an exciting opportunity for a Chief Architect to join the Cayman Islands Government and become a vital member of a highly collaborative team “To make the lives of those we serve better”. The Chief Architect will be a member of the Computer Services Department’s Architecture Team.

The Computer Services Chief Architect will provide leadership and advice on all matters of Enterprise Information Architecture, Infrastructure, and Applications for 3000 Users across all Ministries and 85 Departments of State. They will ensure the alignment of the organization’s vision, mission, strategy and processes to the IT strategy using a variety of architectural models.  Responsible for IT technical strategy as the organizations top IT design resource they will expand use of technology as the strategic transformation enabler for all business goals and objectives in support of the vision to become a World Class Civil Service.

Qualifications: The successful candidate should possess:

  • A Master’s Degree in the Design of Information Systems or similar is highly desirable; OR
  • A Bachelor’s degree in Computer Science or Information Management plus a minimum of seven (7) years’ post-graduate experience in information systems; OR
  • An Associate’s degree in Computer Science or Information Management plus a minimum of ten (10) years’ post-graduate experience in information systems; OR
  • More mature entrants with thirteen (13) years of relevant database administration/advanced IT experience and related post high school education, if aptitude for systems architecture work is evident.

 

Knowledge Skills & Experience: 

Three (3) years’ experience must have been in information system design. Significant experience in high-availability systems, clustering, failover and business continuity is also required. Candidates should also have in-depth experience of designing and implementing information solutions and hands-on experience implementing data and analytics management programmes. Three (3) to five (5) years’ experience as a data analyst is highly desirable.

 

Evidence of effective conceptualisation, pattern recognition and teaming skills; presentation and facilitation skills; design-thinking skills; business domain, data/content and process understanding; system integration experience, including interface design, and web-oriented architecture techniques; data modelling and information classification expertise at the enterprise level; understanding of common information architecture frameworks and information models; understanding of the differences between relational modelling and object modelling; understanding of meta-models, taxonomies and ontologies as well as the challenges of applying structure techniques to less structured sources.

 

Familiarity with MDM, BI and data warehouse design and implementation techniques; knowledge of problem analysis, structured analysis and design and programming techniques; ability to assess rapidly changing technologies and apply them to business needs; strong communication and persuasion skills, including the ability to create marketing and messaging materials that meet stake holder preferences; and the ability to analyse project and portfolio needs as well as to determine the resources needed to achieve objectives and overcome cross-functional barriers.
