The Office of Procurement Regulation (OPR) invites applications from suitably qualified professionals for two (2) contract positions of Capacity Development Analyst.

The Capacity Development Analyst is responsible for supporting the Procurement Capacity Development (PCD) department in the development of procurement capacity across all public bodies, including public awareness campaigns. The role is required to execute performance reviews on existing procurement systems, development and implementation of reform intervention strategies, and subsequent monitoring of these strategies, as well as development of the OPR’s Learning Management System including content creation via the OPR’s e-Learning tool. The Capacity Development Analyst would also be required to support the procurement functions of the Procurement Capacity Development department.

Minimum Education Required:

  • Bachelor degree in Business Management, Procurement, Logistics, Supply Chain Management or a related field.
  • Certification from the Chartered Institute of Procurement and Supply (CIPS), Level 5 or the Institute for Supply Management (ISM) would be an asset.
  • Training in administrative skills would be an asset.

Minimum Eexperience Required:

  • 5 - 6 years’ experience in an area of procurement or supply chain management.
Responsibilities include:
Operational

Supports the Procurement Capacity Development function of the OPR to stakeholders

  • Ensures adherence to standards and leading practices, achieved through active participation of representatives from all stakeholders
  • Assists in the development of tools and standards to assist public bodies in their compliance with the legislative framework for public procurement and promote leading practices (e.g. readiness assessment checklist, roadmap & pictorial roadmap for compliance)
  • Monitors and provides recommendations (where necessary) to improve the Procurement Capacity Development general guideline
  • Assists in the drafting of final assessment reports and the development of specific and/or targeted intervention strategies for public bodies
  • Supports the development of training plans to address capacity development needs of public bodies
  • Assists in the assessment of existing procurement systems/practices of public bodies against OPR established standards and international leading practice guidelines
  • Provides administrative support when OPR meets with public bodies
  • Participates in the development and implementation of innovative strategies to improve and respond to deficiencies identified across public bodies and within the OPR
  • Supports the development and implementation of a plan to map existing procurement capacity, activities, and materials, and identify gaps and opportunities
  • Provides ongoing monitoring of the LMS to anticipate and troubleshoot problems and issues (including substantive or administrative issues), track milestones and concrete progress on activities, and recommend and ensure appropriate action
  • Assists in the development of content for Learning Management System
  • Drafts and/or analyses activity reports and maintains records of data and progress of work paying specific attention to performance reports of participants of the OPR’s sensitisation sessions and LMS participants
 

Provides support for the OPR’s workshops and sensitisation sessions

  • Conducts research related to capacity development needs for public bodies
  • Prepares content for capacity building workshops/sensitisation sessions
  • Participates and assists in the delivery of sensitisation sessions to stakeholders
  • Assists in monitoring and evaluation of sensitisation sessions

Supports the OPR’s internal procurement activities

  • Supports in the review of the OPR’s procurement special guidelines and handbook
  • Provides technical support for the Procurement Capacity Development Department’s procurement activities
  • Assists in the review of OPR’s annual procurement plan and provide feedback to Head, Procurement Capacity Development

Liaises and collaborates with internal and external stakeholders

  • Liaises and collaborates with internal and external stakeholders to facilitate the capacity development function of the OPR including conducting meetings / workshops / sensitisation sessions
  • Participates in the OPR’s internal workshops, training sessions and meetings
  • Performs other related duties as required
Reporting

Assists in the preparation of reports

  • Assists Head, PCD with the compilation of information and/or documentation from PCD to the Office of the Regulator’s Department and any other department as required
