Salary Scale: $5,198,035.00 – $6,990,779.00 per annum
Under the general supervision of the Regional Maintenance & Engineering Manager , the Chief Electromechanical Engineer is responsible for the development, implementation and monitoring of preventative and corrective maintenance policies and procedures for Electro-Mechanical equipment for the Region and guidance regarding the procurement of Electro-Mechanical equipment that complies with specifications. The incumbent is also responsible for providing training on the repair and servicing of electromechanical equipment and devices across the Region as well as developing standard operating procedures to ensure the safety and reliability of the equipment and staff and to ensure that the installation of equipment conforms to established standards.
CORE RESPONSIBILITIES
- Develop and implement policies, procedures and electromechanical training programs for the Region
- Perform complex diagnoses of electromechanical equipment failures and system problems in response
- Ensure the maintenance of electromechanical equipment in accordance with all pertinent safety and performance standards and make recommendations to determine whether the equipment is useable or hazardous
- In collaboration with the Regional Maintenance & Engineering Manager lead development and implementation of preventative and corrective maintenance programmes for electro-mechanical equipment and devices for the Region
- Develop and communicate schedule for maintenance and servicing to be carried by the Regional Unit
- Assist with performing preventative and corrective maintenance and across the Region
- Ensure that service contracts are in place and are maintained for electromedical equipment such as elevators that are serviced by external contractors
- Extract electro-mechanical equipment maintenance history (costs, maintenance labour hours, spare parts, usage etc) for review and analysis of the overall maintenance programme
- Read, understand and use schematic drawings, blueprints and manufacturer’s literature to prepare maintenance manuals as a guide to Electromechanical Engineers and Technicians and Artisans in adjusting, repairing and modifying electro-mechanical equipment; these include-Standby generators, boilers, sterilizers, air conditioning units, Operating Theatre equipment, Morgue Units, laundry equipment, kitchen equipment and others
- Coordinate and conduct regular and random inspections of electro-mechanical equipment as appropriate throughout the Region
- Develop and implement a procedure for the commissioning of new electro-mechanical equipment
- Recommend frequently used locally and/or manufacturer’s purchased replacement spare parts to be kept in inventory stores for the repair of electromechanical equipment
- Recommend replacement of equipment based on the records of repair costs and downtime etc
- Lead the development and implementation of energy conservation techniques for Electromechanical systems and equipment
- Design and oversee the fabrication of minor electro-mechanical or associated devices to assist in the operation and/or application of electromechanical equipment
- Occasionally oversee the testing, repair and servicing of electromechanical equipment. This will also include; troubleshooting and diagnostic work on a variety of electrical equipment including energy management systems, electrical repairs, wiring, air conditioning units, air compressors, computer inter-connect wiring, water pumps, public address systems, electrical water heaters, electric stoves, equipment with electric motors, generators, elevators, pneumatic tube systems, motor control systems, energy management systems and irrigation time clock
- Conduct training workshops for electro-mechanical technicians in the field with tests for theoretical and practical proficiencies suitable for certification at each grade level
- Coordinate with the Training and Development Unit in conducting educational/orientation sessions for employees who operate electro-mechanical equipment
- Develop/compile data and create specifications for electro-mechanical equipment/devices to facilitate procurement
- In collaboration with the Director, Operations and Maintenance develops the Unit’s budget and operational plan
- Ensure that work plans are developed, implemented and monitored for Electromechanical Engineer and the Electromechanical Technician
- Perform any other related duties, as assigned by the Maintenance Manager or the Director, Operations Maintenance
REQUIRED KNOWLEDGE, SKILLS & COMPETENCIES
- May be required to work beyond normal working hours, weekends and public holidays from time to time to meet deadlines
- Ability to stand, sit, bend, stoop, walk or crawl as necessary to supervise and perform maintenance and repairs
- Possess manual dexterity and finger coordination to grasp, hold, turn or squeeze objects, tools and equipment
- Possess a sense of touch necessary to distinguish texture, and temperature during the performance of maintenance and repairs duties
- Possess a sense of vision and hearing at a necessary level to diagnose problems, use tools, and implement preventative or corrective solutions
- Work is performed in an indoor and outdoor field environment; may be exposed to noise, dust, grease, fumes, noxious odours, and gases, mechanical and electrical hazards
- Work may be performed in confined areas such as those between ceilings and roofs; may include exposure to electrical shock and airborne particles
QUALIFICATION & EXPERIENCE
- Bachelor’s Degree in Mechanical Engineering
- A minimum of four (4) years experience at the level of a Head of a Mechanical Engineering Department
- Any equivalent combination of qualification and experience
