Audio, Video, and Information Technology Technician – G06

In accordance with paragraph f. of Article 44 of the General Standards, the official languages of the Organization are English, French, Portuguese, and Spanish.  No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.
                    
DUTIES AND RESPONSIBILITIES:

This is a highly skilled, semi-professional work in technical and program functions.  

The Audio, Video, and Information Technology Technician, under the direct supervision of the Supervisor of the Audio, Video, and Information Technology Unit, is responsible for ensuring the efficient, reliable, and high-quality technical operation of audio, video, videoconferencing, simultaneous interpretation, and information technology services during the Organization’s in-person, hybrid, and virtual meetings and events.

The incumbent provides advanced technical configuration, operation, maintenance, and troubleshooting of specialized audiovisual and IT systems, with particular emphasis on expert operation of digital and analog audio mixing consoles.

Within delegated authority, the incumbent will:

  • Configure, test, operate, and troubleshoot audio systems (including high-end digital and analog consoles), video, videoconferencing, projection, lighting, signal switching (SDI, NDI, HDMI), and recording systems in OAS conference rooms.
  • Perform high-quality live audio mixing for plenary sessions, committees, and special events, ensuring clarity, balance, and optimal coverage in multilingual environments with simultaneous interpretation.
  • Install, operate, and monitor simultaneous interpretation systems, including fixed and portable booths, interpreter consoles, infrared radiators, receivers, and ISO 4043-compliant equipment.
  • Provide advanced technical support and real-time troubleshooting for hybrid and virtual meetings using platforms such as Zoom, Webex, Microsoft Teams, and OAS proprietary systems.
  • Conduct first- and second-level preventive and corrective maintenance of assigned audiovisual and IT equipment, including projectors, monitors, PTZ cameras, video matrices, DSP processors, and recording systems.
  • Record, edit, and publish complete audiovisual content of meetings and events to institutional repositories.
  • Distribute audio and video signals in real time to press, broadcast, and webcast services.
  • Coordinate with DCMM staff and external vendors to ensure the timely availability of technical equipment and materials.
  • Maintain updated inventories and technical documentation of audiovisual and IT systems.
  • Provide helpdesk technical support to DCMM staff and consultants for institutional applications such as IDMS, CPMS, OASCAL, TRADOS, and other in-house tools.
  • Guide G-4 and G-5 level staff during the preparation and execution of large-scale events.
  • Ability to learn and adapt to new technologies, platforms, and institutional systems.
  • Perform other related duties as assigned.

 

QUALIFICATIONS:

EDUCATION & EXPERIENCE:  
Essential: High school or technical/commercial training and seven years of relevant experience in similar positions OR advanced training and five years of relevant experience.

Desirable: Experience in the OAS or knowledge of its rules, regulations, and administrative procedures/practices as related to the area of work. AVIXA Certified Technology Specialist (CTS) certification or an equivalent certification is highly desirable.


LANGUAGES:
Essential: Proficient in at least two of the official languages of the OAS (read, write and communicate). Language proficiency examination will be required.
Desirable: Working knowledge of other two OAS official languages.

COMPUTER SKILLS: Ability to effectively work using Microsoft Office (e.g. Word, Excel, PowerPoint, Outlook) and software applicable to the area of work.
 PERSONAL COMPETENCIES: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills.  Ability to clearly communicate in the languages required for the post.
