OBJECTIVE
The Assistant Manager - Maintenance Engineering oversees the provision and management of engineering support for maintenance projects on the company’s onshore and offshore pipelines and related assets and pipeline corrosion risk management services. The position also provides leadership in coordinating and implementing corrosion protection systems, corrosion, mechanical and civil engineering initiatives and services to maintain company assets at the highest performance levels.
FUNCTIONS
- Plans, directs, and controls the Maintenance Engineering staff to ensure achievement of all Departmental objectives in a safe, timely and cost-effective manner.
- Manages resources to execute a portfolio of maintenance engineering activities to effectively sustain company pipeline and related assets.
- Develops, reviews, and approves the implementation of systems, processes, and procedures for the required safe and efficient functioning of the Maintenance Engineering Department.
- Reviews the effectiveness of systems, policies and procedures and initiates and recommends modifications to facilitate the achievement of Departmental/Divisional/Group objectives.
- Contributes to the continuous improvement and implementation of the Company's Asset Integrity Programme by taking an active role in support of maintenance engineering assessments, studies and activities aligned with the Asset Integrity framework.
- Prepares Enterprise-Wide Risk Management (EWRM) and OSH Risk Registers for the Maintenance Engineering Department and reports on progress with mitigation actions.
- Ensures that plans for pipeline and facilities asset modifications, repairs, upgrades, and corrosion risk management are engineered to comply with industry standards and generally accepted and good engineering practice.
- Ensures that designs for engineered structures for onshore/offshore pipeline and facilities assets, including pipeline right of way protective and repair measures are in compliance with the latest codes, standards, regulatory requirements and generally accepted good engineering practice.
- Ensures that all changes and modifications to pipeline assets undertaken and changes to corrosion management systems are managed to Management of Change procedures and requirements of related codes and standards.
- Applies the Process Safety Management policy, procedures and standards to all works and activities undertaken by the Department. Ensures that all relevant work and activities of the Department is undertaken in conformance with the Asset Integrity policy, standards, and procedures.
- Ensures that all asset integrity data are transferred to the relevant responsible Departments for assimilation into process safety management, pipeline and asset integrity management, computerised maintenance management, and spatial database and geographic information system.
- Evaluates pipeline corrosion risk and facilities corrosion risk, designs, and develops corrosion risk management strategies and plans for new and existing assets. Manages corrosion protection and corrosion management systems to achieve availability and reliability targets. Administers engineering analysis of asset fitness for service and develops risk mitigation plans on findings.
- Coordinates the execution of pipeline internal and external corrosion integrity management activities and maintenance plans for corrosion protection of assets.
- Develops standards and specifications for corrosion protection and corrosion management systems asset life cycle aligned to corporate asset management strategy.
- Actively seeks close-out of risk mitigation actions and reduction of identified Department’s Enterprise-Wide Risk and Occupational Health and Safety Risk.
- Oversees Scope of work development, Bid Evaluations and makes recommendations for the award of contracts. Monitors contracts to ensure compliance with contractual obligations and Scope of Works.
- Provides advice/guidance and interpretation on technical matters to assist management with producing desired and appropriate courses of action towards attainment of Operational Excellence. Coordinates the provision of technical advice on engineering matters related to existing pipelines and facilities and to support growth projects/modifications.
- Manages occupational health and safety risks and implements corporate OSH Policy throughout all Departmental activities to continually sustain HSE performance targets in all leading and lagging indicators.
- Monitors, reports and implements on Internal Audit’s, Risk Management’s, Health, Safety, Environment and Security’s (HSES’s) and Employee Benchmark Survey’s recommendations.
- Prepares and submits all monthly, annual and periodic operational, informational, financial and/or statistical reports to the Manager.
- Executes any other related duties as assigned.
MINIMUM REQUIREMENTS
The minimum requirements for the position are:
- Bachelor of Science Degree in Mechanical, Materials or Civil Engineering from a recognised tertiary accredited institution.
- MSc. in Engineering Management, Asset Management or Post Graduate Diploma in Engineering would be an asset
- Registration with the Board of Engineering of T&T (BOETT) or international equivalent Engineering Registration Body recognized by the Board of Engineering of T&T.
- Technical Certifications in related fields of asset integrity / asset management (for example, Corrosion Integrity Management, Non-Destructive Examination, Certified Inspection (coating, vessels, piping, etc.), Fitness for Service/Defect Assessment, Safety Instrumented Systems, Risk Based Inspection, Asset/Pipeline/Facility Integrity Management) by accredited organisations will be an asset.
- A minimum of ten (10) years technical experience in the Petrochemical or natural gas industry of which a minimum of eight (8) years shall be in pipeline design engineering, maintenance engineering, maintenance projects, and corrosion risk management.
- A minimum of five (5) years supervisory experience over maintenance and engineering service.
