EMPLOYMENT OPPORTUNITY

 

The Eastern Caribbean Civil Aviation Authority (ECCAA)

serves as the regulatory authority for safety and security oversight of civil aviation activities and the Communications, Navigation, and Surveillance (CNS) service provider in Antigua and Barbuda, the Commonwealth of Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines. Additionally, the ECCAA acts as the CNS service provider for Anguilla, Montserrat, and Tortola.

 

The ECCAA is inviting applications from suitably qualified professionals to fill the position of:

 

AIRWORTHINESS INSPECTOR

 

PRIMARY OBJECTIVES:

(1)            To ensure the safe conduct of all aviation maintenance activities and compliance with the Civil Aviation Regulations (CARs) and the airworthiness aspects of the ECCAA;

(2)            To ensure that the required standards of maintenance organizations and personnel are met and maintained by conducting initial inspections and certification, continuous surveillance and conducting investigations into incidents and accidents involving civil aircraft in the OECS;

(3)            To periodically review aircraft manuals;

(4)            To keep abreast of emerging technology and the changing global industry;

(5)            To recommend changes to updated techniques and procedures required to meet the demands of the developments in the industry.

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

(1)            A minimum of a BSc. in civil aviation or combination of experience and qualifications;

(2)            A minimum of six (6) years prior relevant experience working in:

  • An aircraft maintenance company;
  • An aeronautical organization;
  • A regional/sub-regional aviation institution.

(3)            Valid Aircraft Maintenance Engineer’s licence;

(4)            Sound working knowledge and training in:

  • Aircraft maintenance standards and procedures;
  • Civil Aviation Act & Regulations;

 

SKILLS AND ATTRIBUTES REQUIRED:

  • Working experience and training in one or more of the following;

-        An aircraft maintenance company;

-        An airline;

-        Maintenance department of the military;

-        A civil aviation safety organization.

  • Excellent customer service skills;
  • Excellent oral and written communication skills with a good command of the English language;
  • Problem solving and decision making in a detail-oriented and tight deadline environment;
  • Manage significant responsibility and diverse workload in a changing environment;
  • Ability to productively interact with other team members; 
  • Computer literate and able to utilize the Microsoft Office Suite effectively;
  • Supervisory skills;
  • Excellent coordinating skills;
  • Ability to be flexible and adapt to working in a dynamic, fast paced environment;
  • Strong knowledge of Civil Aviation Act and Regulations in the OECS;
  • Strong working knowledge of ICAO Standard and Recommended Practices (SARPs);
  • Working knowledge of accident and incident investigation procedures is desirable;
  • Working knowledge in aviation audit techniques and practices is desirable
  • Working knowledge of rules of enforcement;
  • Working knowledge of quality assurance;
  • Working knowledge of quality control;
  • Strong working knowledge of maintenance standards and procedures.

 

SUMMARY OF KEY DUTIES AND RESPONSIBILITIES:

  • To ensure that the required standards of maintenance are met and maintained by conducting initial inspections and certification, as well as continued surveillance and monitoring of all OECS maintenance organizations and personnel;
  • To conduct investigations into incidents and accidents involving civil aircraft in the OECS and OECS registered aircraft outside of the OECS if necessary;
  • To keep abreast of emerging technology and the changing global industry and recommend changes to update techniques and procedures to meet the demands of development in the industry;
  • To conduct investigations into adverse findings arising from inspections, continued surveillance or monitoring functions and to recommend measures to ensure compliance by maintenance organizations and personnel;
  • Coordinate with the PEL section to carry out the following functions for processing of engineers licensing and Authorization:
      • Certification of Training Organizations
      • Examinations
      • Surveillance
  • To assist in the development and on-going improvement of the measures to ensure safe, regular and efficient aviation maintenance services in the OECS;
  • To conduct and manage regulatory safety audits of maintenance organisations to ensure compliance with regulations, standards, operations specifications, and approved manuals;
  • To assist in the development of advisory circulars for the public;
  • To assist in the development of guidance material for Inspectors to ensure consistency in implementing safety standards;
  • To read, interpret and revise various manuals;
  • To assess flight test reports;
  • To prepare, administer and evaluate written theoretical knowledge examinations for AME candidates;
  • To prepare, administer and evaluate oral theoretical knowledge examinations for AME candidates;
  • To monitor and ensure the maintenance of standards for handling and carriage of dangerous goods;
  • To carry out enforcement procedures where necessary;
  • To assist in training new inspectors in airworthiness techniques;
  • To provide advice on regulatory matters to the aviation industry and the public;
  • To provide routine surveillance in the areas of airworthiness and ramp operations of all local and foreign registered aircraft operating from or passing through all aerodromes and airports in the OECS;
  • To assess for approval then monitor all training programs used by OECS operators for maintenance personnel;
  • To provide continued monitoring of all OECS Approved Maintenance Organizations to ensure that local and international standards are maintained;
  • To evaluate aircraft and related documentation including all necessary maintenance records and log book entries for the issue, renewal or validation of Certificates of Airworthiness and Flight Permits, and to issue certificates and Permits;
  • To evaluate the effectiveness of aircraft maintenance programs, maintenance schedules and company inspection, reliability, servicing and repair systems and make recommendations for improvement or other appropriate remedial action;
  • To evaluate the suitability of facilities, documentation, staffing information, systems, tooling and manuals submitted by applicants for approval of Aircraft Maintenance Organization ;
  • To investigate mandatory occurrence reports and assesses the need for action;
  • To assess flight test reports and flight recorder transcripts where necessary and advise on any applicable airworthiness related matters;
  • To carry out oral examinations of Aircraft Maintenance Engineers (AME) candidates in order to establish competence for the issue of aircraft licenses;
  • To act as an expert witness in a court of law.
  • To perform any other related duties as assigned the Director – Flight Safety or his Designate.
