The Real Estate Board invites applications from suitably qualified individuals to fill the following post:

Accounting Officer-Payables (Level 6)

Period of Employment – (Three-Year Contract) – Vacant Post

Salary Range: $2,803,771.00– $3,770,760.00 per annum

 

Job Purpose

Under the general direction of the Chief Accountant, the Accounting Officer – Payables, is responsible for ensuring the proper identification, checking, posting and payment of all accounts payable within the period to which they relate within the operation of the entity.

Key Responsibility Areas:

 Technical/ Professional Responsibilities

Payments

  • Classifies payments according to fixed assets, stock, expenses, advances and settlement of liabilities.
  • Checks in detail all invoices, bills, claims, statements and like documents; prepares vouchers for payment.
  • Maintains record of all cyclical payments as well as routine or ongoing contractual obligations (e.g. utilities, janitorial services, security services, consultancy services, travel claims).
  • Monitors that invoices, bills and associated payment documents are received for all known cyclical and contractual obligations and these are booked in accounts payable.
  • Books valid bills claims and vouchers as accounts payable within the period to which they relate and pay promptly.
  • Prepare purchase orders.
  • Posts and balances Accounts Payable Ledger daily.
  • Reviews and analyses accounts to prepare Audit Schedules.
  • Maintains Petty Cash Impress; authorizes payments and ensures timely reimbursement.
  • Checks and prepares GCT certificates.
  • Liaises with the Chief Accountant and other managers regarding any new service or acquisition of any goods, stores or assets, which has or will give rise to a liability on the part of the REAJ.

 

Other Responsibilities

  • Participates in meetings, seminars, workshops, conferences relevant to the functions of the post, as required.
  • Prepare monthly, quarterly and annual reports as requested.
  • Performs other related duties as assigned.

 

Performance Standards:

  • Claims/charges booked based on standards for validity.
  • Bills/claims/vouchers checked and submitted for payments within the stipulated timeframe.
  • Cyclical payment records are maintained according to established records management and accounting principles.
  • Payments classified according to standards for classification.
  • Audit responses drafted within agreed timeframe.
  • Annual/Quarterly/Monthly Reports prepared within agreed timeframe and format.

Technical

  • Experience in GOJ accounting principles, specifically payments and accounts payable systems.
  • Sound Arithmetic and Accounting Skills.
  • Knowledge of Accounting and Computing Application. 
  • Working knowledge of the FAA Act.

 

Minimum Required Education and Experience

  • A Bachelor Degree in Accounting/Management Studies/Business Administration or related discipline with accounting specialization.
  • At least one (1) years’ experience in a related field.

OR

  • AAT Level 2 or any equivalent Accounting/Management professional qualification.

OR

  • MIND Government Accounting Level 2.

PLUS

  • At least two (2) years’ experience in a related field.

 

Working Conditions:

Typical office working conditions. May be required to work long periods outside of usual working hours.
