The Accounting Clerk is responsible for maintaining the accounting and financial management systems and the budgetary control systems and assisting in the provision of reports on the financial status of the TEF.

Basic Salary per annum : $2,245,059.00

KEY OUTPUTS

  • Monthly accounts and ensure the Trial Balance and General Ledger is accurate;
  • Accounts Payable/Receivable balances generated;
  • Statutory obligations are met on time and accurate;
  • Bank Reconciliation prepared;
  • Project Disbursement Reports prepared and circulated;
  • Payroll prepared;
  • Preparation of cheques

 

KEY RESPONSIBILTY AREAS

  • Prepare monthly payroll and journals;
  • Ensure that payroll is reconciled before statutory obligations are paid;
  • Prepare payment vouchers and cheques for project disbursements and goods and services provided;
  • Prepare operational cheques;
  • Certify purchase orders and invoices for payments;
  • Ensure that monthly salary deductions are prepared and dispatched to the relevant institutions;
  • Ensure monthly and annual statutory deductions completed within prescribed time;
  • Prepare actual gross salary and travelling report due by 5th of each month;
  • Prepare GCT reports by 8th of the month;
  • Maintaining proper accounting records of the financial transactions of the TEF;
  • Assist with cash flow projections monthly;
  • Review reconciliations statements; 
  • Maintaining an up-to-date Fixed Asset Register;
  • Assisting in the preparation of external audit schedules for: - All payroll related accounts, bank accounts and fixed asset register;

 

OTHER RESPONSIBILITIES

  • Undertaking such other functions as may be reasonably assigned from time to time.

 

MINIMUM EDUCATIONAL REQUIREMENTS AND EXPERIENCE

  • Associate Degree in Accounting or Business Administration with major in Accounting or equivalent qualification.
  • A minimum of one (1) year related experience in a similar capacity; or
  • ACCA Level I certification with two (2) years related experience in a similar capacity.

 

AUTHORITIES OF THE JOB

  • To take corrective action in relation to accounting journal entries, etc.;
  • To recommend changes to accounting reports/systems in order to enhance reporting;
  • To recommend changes to accounting procedures and controls in order to improve efficiency.

 

PERFORMANCE STANDARDS

  • A high level of professionalism and integrity in keeping with established standards;
  • The Unit’s objectives are met, within budget and on schedule;
  • Key deliverables are produced within the agreed timeframes and are of the required standards;
  • Adequate controls and tracking systems are developed and implemented;
  • Follow-up mechanisms are developed and implemented;
  • Problems are recognized and corrective action taken within agreed time.

 

SPECIAL REQUIREMENTS/ WORKING CONDITIONS

  • Working long and irregular hours to maintain accounting records and produce timely reports.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Working knowledge of project accounting procedures and controls;
  • Knowledge of cash flow forecasting, financial analysis, asset management and control;
  • Strong analytical and problem solving skills;
  • Excellent oral and written communication skills;
  • Requisite Personal computer skills including Microsoft Windows - Word, Excel, and Access, Quick Books Pro or other accounting software;
  • Demonstrated ability to manage processes;
  • Ability to work on own initiative and to meet deadlines.
