The main purpose is to oversee the production of accurate, timely and reliable information regarding the acquisition and utilization of GOM funds and resources.

Additionally, to provide accounting advice and guidance to government ministries, departments or agencies (MDAs) and assisting with cash flow planning, analysis, forecasting, management, and reporting.

KEY RESPONSIBILITIES

  • Ensuring payment requests comply with the Public Finance Management and Accountability Act and Treasury procedures.
  • Authorizing payments and signing cheques.
  • Maintaining appropriate and up-to-date accounting records.
  • Ensuring timely and accurate monthly bank reconciliations and expenditure returns.
  • Reporting the Treasury cash position daily.
  • Assisting in the preparation of the annual Public Accounts.
  • Providing training to authorized SmartStream users.
  • Implementing financial regulations and procedures as per Ministry of Finance instructions or Treasury circulars.
  • Oversee and maintain the Asset Management Database.
  • Process various advances (Salary, Personal, Medical, Travel, and Motor).
  • Drafting financial management reports and ensuring data integrity.
  • Support the development and implementation of financial controls and policies.
  • Executing targets for the Financial Management Services team and evaluating achievements through the annual performance review system.
  • Following up on Audit matters related to the Financial Management Section.
  • Ensuring the safe-keeping of accountable documents, government assets, and records.
  • Submitting monthly performance reports to the Accountant General regarding the Financial Management Team.

PERSONNEL SPECIFICATIONS

Applicants must meet the following criteria:

Education & Experience

  • Served as a Senior Accounting Technician for one year or in a comparable and relevant position in the Public Service or Private Sector; OR
  • Served for cumulative five (5) years, of which three (3) at the grade of Assistant Accountant or in a comparable and relevant position in the Public Service or the Private Sector;
  • A Bachelor’s degree  or diploma in Accounting or Finance; OR
  • A professional qualification in Accounting or at least passed the diploma level of ACCA (or equivalent) or
  • Enrolled in an Accounting or related course from a recognized Institution.
  • Demonstrated competence in the field of Accounting.
  • Evidence of advanced competence in MS Access and MS Excel will be considered an added advantage.

Technical & Professional 

  • Proficiency in financial management systems, particularly SmartStream.
  • Strong knowledge of Microsoft Office Suite, especially Excel.
  • Ability to analyze financial data and produce accurate reports.
  • Strong attention to detail, problem-solving, and organizational skills.
  • Good communication, leadership, and training abilities.
  • Knowledge of Government of Montserrat’s financial regulations and procedures.

Reporting Arrangements

The Accountant will report directly to the Deputy Accountant General within the Treasury Department.

TERMS OF APPOINTMENT

This appointment will be made on a permanent basis.

Basic Salary

Salary Scale: R22 - R16Salary Range ($): EC$54,072.00 - EC$64,164.00
