The Council has two (2) broad roles:

• The registration and re-registration of institutions offering post-secondary or tertiary education and training programmes of study; the accreditation and re-accreditation of programmes of study and institutions in Barbados; the recognition of institutions and their qualifications (which includes conferral of titles of institutions, articulation and equivalency activities); and
• The granting of Certificates of Recognition of CARICOM Skills Qualification to applicants who satisfy the requirements for recognition as CARICOM nationals, and verification of Certificates of Recognition of CARICOM Skills Qualification granted to community nationals by other Member States.
