JOB SUMMARY

 
The Optical Transport Engineer will be a subject matter expert in the planning, design, upgrade/provisioning and overall supervision of the TDM and IP transmission systems in Digicel's network both locally and internationally with special emphasis on fibre optic infrastructure. This person is required to have strong knowledge of all areas of the TDM and IP Network (WAN and LAN) and all data flows. Extensive knowledge of DWDM, GPON, SONET, SDH, MPLS-TP and other relevant data communications protocols are required. Specialized knowledge of fibre optic testing (OTDR, power loss tests etc) and installation techniques (outdoor enclosures, slice cases etc) are also required. In addition, this person will be responsible for supporting other sections and markets, where needed, to facilitate expansions, customization and fault resolution within acceptable timeframes.
 
MAIN RESPONSIBILITIES
 
  • Network Design: Develop optimal designs across technologies, transmission facilities and hardware to deliver the required network capacity, resilience and manageability required. Proactively look at ways of improving the transport network
  • Network Rollout and Site Surveys: Coordinate and supervise site visits for fibre optic installations to ensure transmission equipment feasibility. Develop solutions to service both internal and external customer capacity and connectivity requirements
  • Network Operations: Provisioning and testing of circuits traversing the transport network. Routine testing and quality validation of fibre optic facilities according to global standards
  • Vendor Management: Ability to oversee vendors in the design and implementation of projects affecting the transport network
  • System Records: Ensure all Transport RAN documentation, routing details and other installed base records are up to date
  • Network Path Assessments: Based on location, network topology and transport facility required, determine the end to end path traffic will take
  • Routines: Ensure all routines are conducted with immediate follow up on all exceptions. Ensure documentation and recording systems to reflect same are prepared
  • Configuration: Provide design, configuration, redistribution and troubleshooting of IP routing protocols such as OSPF, ISIS, MPLS & BGP including Internet Peering and Traffic engineering. This includes complete configuration of switches, routers, multiplexors, radios, cross connects and other associated gear required in the transport network.
  • Faults and Emergencies: Investigate, troubleshoot and restore service for any transport related outage or fault. Aid in root cause analyses and follow up activities.
  • System Performance Analysis: Review the network to optimize performance, including Bit Error Rate [BER], packet loss and any other quality related analyses. Produce reports on network health and key performance indicators.
  • Network Management: Expert knowledge in configuring, integrating and establishing DCN networks to manage all transmission system nodes. Ensure timely delivery and integration of alarms and other performance events (SNMP traps etc) from transport network nodes to centralized Network Management System (NMS). Maintain IP network monitoring tools and processes such as SolarWinds.
  • Network Upgrade: Design and implement upgrades of transport system as required.
  • Acceptance Testing: Verify the appropriate function of equipment according to specification.
  • Equipment Evaluation: Evaluate transport equipment for system specification and network design compatibility.
  • Mentor and train engineers within the team and oversee training and development plans for same.
     
  • Be able to co-ordinate effectively with external markets and offer assistance when the need arises.
  • Make recommendations to Opex and Capex budget planning together with supporting management and analysis.

EDUCATIONAL QUALIFICATIONS/ SKILLS
 
  • BSc Degree in Electrical and Computer Engineering or Telecommunications or equivalent
  • Fibre Optic / Microwave / Cross-Connects engineering background and knowledge
  • IP Engineering background [Cisco, Juniper, Ericsson]
  • A minimum of 4-5 years' experience in a similar role would be an asset
  • Supervisory management and/or leadership experience would be an asset
  • An acceptable combination of experience and academic qualifications would be considered in lieu of minimum requirements
