JOB SUMMARY

Under the direction and supervision of the Senior Director Preparedness & Emergency Operations, the incumbent is responsible for coordinating disaster preparedness activities in the region, including providing advice and assistance in implementing disaster preparedness measures, providing guidance in the implementation of national plans and sub-plans and monitoring, on a continuous basis, emergencies and emerging threats. 

MAIN FUNCTIONS:

  • Representing the organisation and the National Disaster Risk Management Council at sittings of the Parish Disaster Committees, by disseminating information and advice on Disaster Risk Management.
  • Develop and implement appropriate systems and procedures that will ensure effective disaster management.
  • Preparing and executing Emergency Management programmes including training, public education and simulations and ensure evacuation and other contingency plans are in place for all parishes in the region.
  • Maintain contact with Parish Disaster Coordinators in the Region to facilitate development of Mutual Aid Plans between parishes and between public and private sector organizations within parishes.
  • Undertake, in collaboration with the agencies concerned, a continuous assessment of potential hazards in the particular regions and the resources available to cope with them and make recommendations for corrective measures as necessary. Monitoring the distribution of relief items and supplies.
  • Undertake periodic reviews of parish plans and, in conjunction with parish disaster coordinators update as necessary.
  • Co-ordinate, direct, and control response operations during disasters by liaising with Senior Officers of Government, Private and Voluntary agencies and other with response and recovery stakeholders.
  • Prepare and submit monthly reports on the status of disaster preparedness arrangements in the particular region.
  • Undertake post-disaster surveys to assess and submit a written report.

FUNCTIONAL COMPETENCIES

  • Good working knowledge of at least two of the specialized fields relating to disaster planning such as Sociology, Statistics, and Economics.
  • Technical background and training in planning or any discipline relating to seismology, hydrology, meteorology, etc., and practical experience in disaster preparedness operations.
  • Conversant with those provisions of the Disaster Risk Management Act which relate to disasters and emergencies, and be informed of changes in government policies as they relate to disaster preparedness as well as new concepts and techniques in disaster preparedness
  • Knowledge of personal computers, word processing and Data Base Software is advantageous.
  • Knowledgeable about the National Disaster Plan/National Response Coordination Plan and disaster preparedness measures that have been developed to cope with disaster situations.

REQUIRED EDUCATION & EXPERIENCE:

  • A first degree and or professional qualification in Economics, Sociology, Earth Science or Physical Planning.
  • A minimum of three (3) years experience
