Under the general direction of the Director, Projects, the Project Officer is required to facilitate the effective allocation of project funds on behalf of the Tourism Enhancement Fund (TEF).

Salary Range: $3,332,803.00 to $$4,482,249.00

 

CORE FUNCTIONS

  • To monitor all phases of the project cycle and the progress of all projects undertaken by development agencies on behalf of TEF.
  • Liaising with executing and planning partners on an ongoing basis throughout the various stages of the project cycle
  • Monitor the progress of the project activities on a regular basis and hold regular status meetings with the teams.
  • Providing periodic reports and briefs to the Director, Project
  • Prepare evaluation reports for received bids and submit to Procurement Department for finalization.
  • Undertaking screening and evaluation of all project proposals and business plans received to facilitate Board consideration and approval in line with the stated priorities and selection criteria.
  • Verify and monitor the disbursement of project funds as approved by the Board for recommendation to the Director, Projects
  • Verifying relevant information supporting disbursement requests, reviewing and recommending disbursement
  • Administer TEF’s contracts and oversee the administration of those executed by implementing agents pursuing projects funded by TEF.
  • Review detailed designs at all stages in the development process submitted by consultants.
  • Develop Bills of Quantities (BQs) utilizing the approved internal rate sheet.
  • Utilize the appropriate standards to develop relevant detailed design calculations.
  • Drafting of detailed designs for approval by Project Manager and Director of Projects.
  • Develop payment certificates utilizing appropriate payment forms for submission to Finance.
  • Assist with technical responses for submission to the Integrity Commission and access to information requests as they arise.
  • To coordinate and lead bid evaluation sessions received from tendered projects.
  • Review requests for change to ensure value for money proposition as required.
  • Develop and recommend variation orders with relevant justification for approval by the Executive Director.
  • Conduct desk research as pre-planning for project development.
  • Oversee the project management processes of assigned projects to include but not limited to management of consultants and contractors not exceeding $100 million in value or as directed by the Director of Projects.
  • Prepare project close-out documents; lessons learnt, defects list through documenting principles, practices and experiences gained from each project and ensure appropriate management and storage of such information for the benefit of future projects.
  • Develop final accounts for assigned documents.
  • Performing any other duties as may from time to time be determined as relevant to the work of the Department, or that may be reasonably assigned.

 

Required Qualification and Experience

  • Bachelor’s Degree in Engineering, Construction Management, Quantity Surveying, Architecture, Project Management or other equivalent professional qualification.
  • Specialized training in Project writing, appraisal, monitoring and evaluation and general project management 
  • Minimum of three 3 years’ experience in project/programme management
  • Certification in Project Management is an asset.
