 Strategic Communications Adviser 

The Ministry of Energy and Energy Affairs invites applications from suitably qualified nationals to fill the Contract Position of Strategic Communications Adviser for a period of three (3) years with effect from the date of assumption of duty on terms and conditions to be negotiated with the Chief Personnel Officer. 

MAIN DUTIES AND RESPONSIBILITIES 

  • Provide professional communications advisory support for the Minister.
  • Develop an effective and creative strategic plan for the Ministry in the areas of public consultations, dialogue and public outreach;
  • Advise on and participate in planning, coordinating and organising public consultations and special events;
  • Engage in continuous dialogue with the Government and its key stakeholders to ensure proper coordination, development and implementation of the Communications Strategic Plan;
  • Conduct on-going review, analysis and evaluation of Communications Management Strategies employed by the Ministry;
  • Facilitate the platform for networking with Government stakeholders both locally and internationally;
  • Prepare guidance for the Minister in anticipation of enquiries from the media regarding Energy policies, programmes and strategies;
  • Analyse and evaluate the successes and challenges of the Ministry’s Communications Strategic Plan;
  • Advise the Minister and his Executive Team on the information to be disseminated to stakeholders regarding initiatives undertaken by the Ministry;
  • Draft oral and/or written responses to questions or requests raised by the news media, special interest groups etc. 

  REQUIRED QUALIFICATIONS, TRAINING, KNOWLEDGE, SKILLS AND EXPERIENCE 

  • Post graduate qualifications in the area of Communications, Public Relations, Media and Press Relations or related field;
  • Minimum of ten (10) years experience in a Corporate Communications environment;
  • Minimum of five (5) years in Communications in the Energy Sector;
  • Strong competency and proven track record in public consultations within the private sector;
  • Strong analytical and research skills;
  • Extensive knowledge and experience in editing and producing publications;
  • Skills in Institution - building, and Human Resource Development;
  • Excellent oral and written communication skills;
  • Proficiency in Microsoft Office Suite.
