JOB TITLE: PROCUREMENT AND RISK MANAGER

 

 

DEPARTMENT:            Contracts and Corporate Performance Management

LOCATION:              Grand Turk

 

JOB SUMMARY:

The Procurement and Risk Manager supports the Director of Contracts and Corporate Performance Management by applying a variety of Project / Programme Management Support and Risk Management principles to allow Ministers and Permanent Secretaries to make effective project and business decisions.

 

KEY DUTIES AND RESPONSIBILITIES:

  • Prepares draft annual reports for the Deputy Governor on the performance of all contracts that have been undertaken by tender and/or above the value set by PS/Finance in the Financial Instructions.
  • Maintains the Tender Reference Register.
  • Maintains the Corporate Contracts Register.
  • Undertakes the role of Secretary to the Procurement Board.
  • Maintains a register of complaints and disputes to Procurement.
  • Designs, implements and maintains an overall risk management process and procedures.
  • Establishes risk manuals and maintains relevant documentation for audit.
  • Manages the process of identifying and assessing the risks affecting TCIG.
  • Oversees and implements the plans of risk control.
  • Monitors compliance with risk mitigations and reports unfavourable deviations.
  • Monitors developments in the ordinances and proactively adapts risk management processes.
  • Organizes appropriate internal and external risk reporting.
  • Monitors, evaluates and challenges each Ministry’s success in managing its risks.
  • Provides training on risk management issues.

 

REQUIRED COMPETENCIES:

  • A good command use of Risk Analysis and Project Management Modeling tools.
  • High level of written and oral communication skills.
  • ·         Good organizational, team playing and time management skills with careful attention to detail.

QUALIFICATIONS & EXPERIENCE:

  • A Bachelor’s degree with concentration in Procurement, Contracts, Risk and/or Project Management is essential.
  • Training/certification in risk management and project management would be an asset.
  • A minimum of two (2) years experience in Procurement, Contract, Risk and/or Project Management.

 

SALARY:

 

  • $31,680 - per annum plus allowances.

ADDITIONAL BENEFITS:

For persons recruited outside the Turks & Caicos Islands a two year extendable contract is offered. Other benefits in addition to basic salary include a Housing Allowance, End-of contract gratuity of 15%, return passages for a family of up to two children up to the age of 16 years, freight cost and duty exemption on personal effects imported within six months of the appointment.
