HRC Associates Limited is seeking to fill the position of Materials Supervisor for our client in the Energy, Oil, & Gas Sector.

MATERIALS SUPERVISOR

  

Position Title: Materials Supervisor

Reports To:  Manager Materials

 

JOB PURPOSE:

This role is responsible for the delivery of procurement services and will establish effective relationships with key internal stakeholders and external contractor companies so as to drive safety, reliability and company sustainability from a commercial/contractual perspective.

The job holder works with the Line manager, internal customers and direct reports to implement procurement and contracting strategies, demonstrating best value sourcing practices across the organization in accordance with relevant corporate policies. In addition the role will provide supervisory responsibility for the quality procurement of good and services in an effective and efficient manner.

 

PRINCIPAL ACCOUNTABILITIES

  • To ensure that value for money is demonstrated in the procurement and contracts process ensuring that they deliver the most cost effective solution.
  • Identify and implement leading edge vendor management and contract administration practices.
  • Establish Standard and major contracts and ensure legal requirements in accordance with Global standards.
  • Identify, develop and establish best in class systems and procedures for the site contracts functions.
  • Supervises the procurement and contracts function under the leadership of the Materials Manager, to provide a cost effective, customer-focused service within the context of the Trinidad Business plant.
  • Coach team members to meet their performance targets and ensures that the performance management system is competently applied to relevant subordinate staff
  • Develop, manage and monitor key performance metrics to measure the effectiveness and efficiency of the function.
  • Build relationship with strategic vendors and ensure that the Company’s requirements are fully understood by strategic vendors and that the performance requirements are met
  • Develop and establish Frame Agreements, call off instruments, discount agreements etc. with strategic vendors
  • Ensure that vendor performance is monitored and make recommendations for improvement when appropriate, including preparation of reports for decision making.
  • Drives a robust cost management solution and ensure cost reduction and value creation is embedded within the procurement, contracts and services team.
  • Utilize technology and new procurement techniques to create value for the Company
  • Provides procurement and contract management advice and support to business units
  • Proactively build relationships and develop Service Level Agreements (SLAs) within manufacturing and non-manufacturing
  • Establish the procurement strategy for project and turnarounds in conjunction with the Manufacturing team
  • Provides and communicates TAR/ outage reports as relevant and required
  • Regular attendance and representation at relevant Plant and Department meetings
  • Ensure that due diligence is undertaken to minimise risk from vendor selection to contract execution
  • Track and monitor contract changes, contractual / commercial deliverables and risks
  • Periodically analyse best practices and implement as part of continuous improvement
  • Develops and recommends improvements to Materials process, policies, procedures and work instructions
  • Delivers the Responsible Care agenda for procurement and contracts administration
  • Support team members and internal customers with respect to compliance to the procedures throughout the organization.
  • Ensure business practices employed by procurement team conform to the Corporate expectations in terms of Code of Conduct and business ethics

   

QUALIFICATIONS & EXPERIENCE:

  • Tertiary level qualifications in Business or Engineering or Law with formal training in contract negotiation and/or contract development
  • MBA will be an asset; as well as Graduate Diploma Level in Purchasing and Supply Chain
  • 5- 8 years working experience in a senior Materials supervisory role, preferably in a Process Plant environment with three years’ contract management experience.
  • Excellent communication skills both written and verbal
  • Ability and willingness to work in a team based, performance based environment.
  • Proficiency in MS Office and CMMS systems.
  • Excellent negotiating skills
  • Project Management training and experience
